We have a complete photo survey in entory of <br />everything on BLM for reference. No one mentioned monitor ng wells, <br />however, if fuel enters ground water or water a ters the <br />excavations then we have a much more difficult situation The test <br />is an oil sheen on water then the ground water is assume polluted <br />and is difficult after that. <br />In order to explain the cleanup it involves rem wing all <br />contaminated soil to a tested standard plus additional lean soil <br />past a point of observed soil staining before the soil is <br />considered clean. Testing is done on the last shovel f 11 out of <br />the hole. I called a lab in GJ to ask prices on persa ple test; <br />BETX, Total VOC gas or diesel, Total EH (extractable hydr carbons), <br />all $50. each sample; oil and grease $40. each. The lab c arges .28 <br />cents per mile and $65. an hour to take samples for the o ner. This <br />assures samples are properly taken, secured and correct swell as <br />only necessary samples taken. The source must be eady for <br />sampling. She suggested he hire an experienced contract r who has <br />done similar work before to put the plan together to sav time and <br />money, to pass the State review process, get it done fight the <br />first time. I cannot disagree and believe he may want o discuss <br />this with Shawn at 434-5611 or Storage Tech. Inc. in GJ Chuck <br />Downey in Montrose , or Lambert in Delta. The lab, Envi o Chem at <br />242-6154 gave me this. information. <br />The meeting was very successful and we all started off on the right <br />foot. Our role is to first set property line markers o insure <br />clean up on public land, coordinate with Gun. County, the State and <br />insure the story is not repeated. Our next step is for Randy to <br />write the plan, get it reviewed, stop all the leaks, cle n the A10 <br />pit, remove the recycle pile, remove all container without <br />spilling anything, and clean the testable sites after t e plan is <br />approved (see my 5\23\94 memo). We should fence the pro erty line <br />as soon as we complete the cleanup. If he needs any road, utility, <br />or other land use authorizations none should be processed until the <br />site is clean. I suggest serious thought be given to a ca h bond to <br />assure he completes the task. <br />If you have any questions or need clarification please all me. <br />
