Facilities construction commenced in
1975. The Colorado Mined Land Reclamation Board approved Utah International's initial
mining permit C-76-11 on May 28, 1976 and mining operations began on the site in 1977. The
Craig Power Plant has always purchased virtually all of the coal mined from the Trapper Mine.
Ori¢in of C-81-010
Following revisions of Colorado's permit requirements in C.R.S. 34-33-109, Utah International
Inc. submitted an application for a new permit on February 2, 1981. The Division (then called
the Mined Land Reclamation Division} issued permit C-81-010 on December 31, 1982.
Transfer of Ownership to Trapper Minine Inc.
On Apri127, 1983 the Division approved a transfer of ownership of the Trapper Mine from Utah
International Inc. to its, then, wholly-owned subsidiary Trapper Mining Inc. In July 1983 Utah
International sold Trapper Mining Inc. to the corporate consortium that owns the Craig Power
Plant.
PR-Ol
On February 20, 1987 the Division received an application from Trapper Mining Inc. to revise
its permit (Permit Revision PR-Ol). Changes were proposed in: the permit boundary, topsoil
stripping, overburden blasting, and pit pumpage in Colt and Browning Pits. The Division
approved PR-O1 on August 11, 1987.
RN-Ol/PR-02 Application
On February 20, 1987, the same date that the application for PR-01 was received, the Division
also received an application from Trapper Mining Inc. for Permit Revision PR-02 and Permit
Renewal RN-O1. The application covered the five-yeaz term 1988 through 1992. No changes
were proposed for the permit boundary, but new pits and pit advancements were to add 1,035
acres to the disturbed/affected acreage. RN-O1/PR-02 incorporated changes in numerous azeas
including the reclamation bond amount, environmental baseline data, sediment and erosion
control, operations description and other modifications to the original permit application.
Trepper Mine 5 June 30, 2003
