<br />Compatibility with the Character of Surrounding Land Uses <br />The amended permit application is an extension of the existing use of the land for <br />recovering a natural resource. Compatibility will remain with the character of <br />surrounding land uses. <br />Conformance with Zone District Standards <br />The Zone District for the amended mine area is classified as Resource. <br />Cousistencv with Eagle County Master Plans and Future Land Use Maps <br />The existing surrounding land use of gypsum mining and existing resource zoning <br />are consistent with the Eagle County Future Land Use Map (FLIJNI). Development of <br />the amended mine area represents an extension of the current land use of gypsum mining. <br />Development of the amended area is consistent with the Eagle County Master Plan that <br />supports and encourages a diverse and year-round economic base in the county. <br />Reclamation, engineering and environmental mitigation plans For the amended <br />area are consistent with the county's guiding policy concerning natural resource <br />extraction and environmental quality. Although the project is located on public lands, <br />final reclamation of the area envisions open space and recreational usage. The project is <br />consistent with the county guideline of using non-renewable resources before allowing <br />development over or adjacent to them. <br />Transition of the existing mining operation is consistent with the county's 1980 <br />Open Space Plan. Part of that plan addressed unique landforms such as the "gypsum <br />bluffs" located on the north side of Interstate 70 between Gypsum and Eagle. The <br />existing mining operation borders on the northern edge of bluff area and does not impact <br />or disturb the bluffs. The amended area lies further north than current operations so <br />consistency with the plan will remain intact. <br />Current mining operations are not visible from Interstate 70 and future operations <br />in the amended area will remain the same. This is consistent with the county's 12idgeline <br />Protection Section that purposes to preserve and maintain the county's scenic resources <br />as viewed from the Interstate. <br />Minimization of Adverse Impacts (Including Visual Impacts) <br />Activity at the mine site will be visible in the foreground/middle ground from the <br />Town of Gypsum, and in the background from rural/residential areas to the south and <br />east. The "life of mine" access haul road {portion of haul road not contained within the <br />orebody) will be mostly shielded by intervening landforms. A small section of the <br />8 <br />
