<br />concept of concurrent backfill and reclamation in five distinct stages (A through E). As <br />mining progresses through these stages, reclamation is finalized above the active <br />excavation area and reclamation comes to a natural conclusion when the ore body is <br />exhausted. The first area to be fully reclaimed will be the area where waste rock from <br />Stage A is deposited in a small valley fill. <br />Backfill material placed in all reclaimed slope areas will be compacted and sloped <br />at a 2 %:1 ratio to allow for attainment of revegitation on reclaimed slopes. Topsoil <br />material stockpiled from previous clearing operations will then be placed on the re-sloped <br />areas. Mulch material, stockpiled from tree and brush clearing operarions, will be spread <br />out on top of the topsoil layer. The seed mixture used with successful current reclamation <br />efforts (described below in the Soils Information section) will be seeded during the fall <br />months. If the accumulation of topsoil stockpiles exceeds the on-going reclamation and <br />revegitation requirement, excess topsoil stockpiles will also be seeded during the fall <br />months to facilitate stabilization. Areas for stockpiling topsoil and slash are noted on <br />Exhibit C-1. <br />The final mined surface Stage E will be a gently sloped surface with a slight grade <br />of approximately 0.5% to the southwest. Topsoil, mulch and seed mixture will be placed <br />on this final surface to complete the reclamation process. <br />Reclamation Plan Map <br />Final Reclamation Plan Map (Exhibit F-1) and Longitudinal Pit Section Showing <br />Original, Mined and Reclaimed Surfaces (Exhibit F-2) are attached. <br />Environmental Impact Report <br />The amended area is located entirely within federal land. BLM project review was <br />conducted in accordance with the National Environmental Policy Act (NEPA). This <br />procedure included preparation of Environmental Assessment CO-140-2001-064 EA. A <br />copy of this document is attached for appropriate referral parties. <br />Eguiument Maintenance and Storage <br />It will not be necessary to relocate the existing maintenance and storage facility at <br />the existing mine to the amended location. Existing facilities will continue to be utilized <br />for maintenance, parts storage, fuel storage, lunchroom space and office space. All items <br />in this category are covered under current permitting and there will be no additional <br />impact due to the amended area (Exhibit B-3). <br />7 <br />
