June 3, 1994
4

943-2720.010
- Geomembrane installation;
- Geotextile installation;
- Liner cover installation; and,
- Leak collection construction.
CONCERNS OF DMG:
Pendleton:
Geotechnical character of the foundational materials. Concern that variable thicknesses
of alluvial and colluvial material beneath the 300+ foot heap surcharge could result in
destructive differential consolidation, which in turn might compromise the composite
liner, underdrain, and buried pipelines. In response, CC&VG's permitting consultants,
Golder, indicated that very little unconsolidated material existed in Arequa Gulch.
Further, they stated that any unconsolidated materials encountered during foundational
preparation would be excavated, exposing competent bedrock.
Geohydrology of the Foundation Footprint:
To judge the accuracy of the postulates of CC&VG and HCI, Inc., document the location
and flow rate of any springs encountered during the preparation of the foundational
footprint. Deduce whether their occurrence is related to stratigraphic control or
structural control, such as fault or gouge lineaments.
Monitoring Wel]s:
It is appropriate to install groundwater monitoring wells within the fractured aquifers to
facilitate the detection of contaminants, in the event of loss of containment.
DAK/rkj
