LAC Minerals shall install rock check dams, dispersion ditches, or other adequate <br />structures, as approved by the Department, as necessary to minimize channelization and <br />erosion from surface runoff. All surface water diversions and all final reclamation <br />drainage channels must meet the requirements of ARSD 74:29:07:09. <br />3. Interim sedimentation and erosion controls shall be utilized as necessary on the top and <br />side slopes of the waste impoundment, the regraded waste dump and regraded leach pads <br />during reclamation until these areas are stabilized by vegetation. <br />4. LAC Minerals shall submit a sediment control map for the amendment area showing <br />sediment control locations and type prior to any Lrnd disturbance in the amendment area. <br />Prior to reclamation bond release, reclaimed and revegetated areas must exhibit a <br />vegetative cover that is permanent and capable of self-generation. <br />2. To help maintain the integrity of the .waste impoundment cap and to help maintain a <br />vigorous vegetative cover, LAC Mmerals shall take necessary measures to control noxious <br />weeds. <br />1. To ensure that final Mined Land Reclamation Plan goals are achieved as specified in this <br />permit amendment, a biological monitoring phur for the closure period must be developed <br />and implemented by LAC Minerals, Inc. Based on the biological monitoring plan, an <br />aquatic restoration plan may be required. The biological monitoring phrn shall provide for <br />monitoring of biological communities for this site during the closure period. The plan <br />shall be developed following oversight and approval of the Department of Game, Fish and <br />Pazks and the Department. The deadline for submission and approval of this biological <br />monitoring plan shall be September I, 1994. This monitoring plan shall be submitted to <br />the Department of Game, Fish and Pazks and the Department for approval and inclusion <br />as an addendum to the Nfined Land Reclamation Permit Amendment to Mine Permit No. <br />445. As agreed by the Department of Game, Fish and Pazks and LAC Minerals, the <br />monitoring requirements may be appropiiabely altered as a result of review pursuant to the <br />annual performance criteria meeting described under the Performance Monitoring section <br />of these conditions. <br />2. Additional surveys may be required by South Dakota Department of Game, Fish and Parks <br />to monitor and characterize the potential effects the approved Mined Land Reclamation <br />Plan have on soil, mammal and vegetative communities. These surveys shall be developed <br />to address the real and potential bio-accumulation from Acid Rock Drainage contaminants <br />present at this site following completion of the approved Mined Land Reclamation Plan. <br />4 <br />
