Staff Recommendation • <br /> Docket #SU-81-10 <br /> November 13, 1981 <br /> Page Two <br /> 2) Reassess the approved impact mitigation measures if they are <br /> not successful in reducing the impacts of the operation <br /> 3) Assess future changes in available technology which, if <br /> imposed upon the Special Use approval , would further reduce <br /> adverse impacts on the area <br /> Staff feels that due to the potential impacts of the proposed operations <br /> on many residences in the area and the long duration of the mining <br /> period, only the first two (2) phases of mining should be given special <br /> use approval at this time. This would amount to approximately six (6) <br /> to seven (7) years of mining and would give the county, the area residents <br /> and the applicant an opportunity to assess the suitability of proposed <br /> conditions and mitigation measures. The largest and lengthiest stage <br /> of the two stages would be stage 1 which is the furthest removed from <br /> residential areas. Additional stages in the overall plan would be <br /> formally reviewed and acquire special use approval prior to the <br /> commencement of any mining activities. If the mitigation measures <br /> discussed later in this-.memorandum are found to be acceptable after <br /> two (2) stages of mining, they would simply be included as part of any <br /> subsequent special use approvals. If impacts have been slight, some <br /> of the conditions on the operations may be able to be eliminated. The <br /> county would also have the opportunity to impose additional mitigation <br /> measures if experience showed that additional measures were necessary. <br /> It is also felt at this time that the overall duration of mining <br /> on the site should be limited to a maximum period of twenty (20) years <br /> and that time periods should be established for the maximum length <br /> of each stage of mining. Unless the applicant wishes to propose more <br /> precise time periods based on their mining experience, the following <br /> time periods will be established by staff based on acreage per <br /> stage and a total duration of 17-20 years: <br /> Stage 1: 3. 7-4.4 years <br /> Stage 2: 2.3-2. 7 years <br /> Stage 3: 3.2-3.7 years <br /> Stage 4: 2.9-3.4 years <br /> Stage 5: 3. 1-3.6 years <br /> Stage 6: 1.9-2.2 years <br />
