Previous staff recommendations dated September 11th <br /> and September 25th are attached for general information on the nature of the <br /> application. The Planning Commission tabled the application after a good deal <br /> of public testimony from residents of the area expressing concerns about <br /> the impacts of the proposed mining operation. The Planning Commission dis- <br /> cussed a number of concerns and suggestions for additional conditions which <br /> they wanted staff to investigate and coordinate as far as additional input <br /> from the applicant and area residents. Staff prepared a rough transcript <br /> of the Planning Commission discussion and a list of concerns and suggestions <br /> which was given to the applicants and area residents. The transcript and list <br /> of concerns are attached. <br /> From this list, the applicants responded with a considerable amount of <br /> additional information on noise, traffic, aesthetics and dust. This information <br /> was made available to area residents and referral agencies , including the <br /> County Health Dept. , the County Public Works Dept. , the City of Boulder and <br /> the State Highway Dept. The packet of new information from the applicant is <br /> also attached. The Greater Majestic Heights Neighborhood Association Task <br /> Force (GMHNA) has responded to the new information with comments and recom- <br /> mended conditions. The GMHNA material is also attached. <br /> Periodic Review <br /> The Planning Commission indicated a desire for the county to be able to <br /> periodically review the progress of the mining operation. This review would <br /> be over and above the review provided for in the Special Use Bylaws , which is <br /> a review only for noncompliance with the terms of Special Use approval and <br /> for consideration of revocation of Special Use approval . Concern was ex- <br /> pressed that the county should be able to initiate formal review in order to <br /> evaluate new technology and methods which could become available within the <br /> lengthy 17-25 year mining period and direct the use of such methods and <br /> technology if the impacts of the operation could be further reduced. Periodic <br /> review should be utilized to: <br /> 1) Review the Special Use if complaints from area residents and/or <br /> staff monitoring indicated that the operation was not being con- <br /> ducted according to the terms of the Special Use approval <br />
