Staff Recommendation <br /> Docket #SU-81-10 <br /> November 13, 1981 <br /> Page 13 <br /> 4) All overburden stockpiles should be revegetated as soon as possible <br /> after they are in place. <br /> Housing Authority Property <br /> The applicant and the City Housing Authority have reached a written <br /> agreement. The applicant has agreed to deliver a sufficient amount of <br /> pit run to construct a noise control berm on the Housing Authority site <br /> and to make a payment toward the planting of trees on the site. <br /> Deepe Farm Site and Grove <br /> It has been suggested that the Deepe Farm homesite and the grove of trees <br /> surrounding it be excluded from the mining area. For various reasons, <br /> staff does not feel that this is warranted. The homesite was <br /> excluded from the county' s mineral extraction plan an as aggregate <br /> resource area simply because it was occupied by permanent structures. <br /> This does not preclude the mining of the site, as is evidenced by <br /> the Boulder Valley Farm.-critical wildlife area which is excluded <br /> from the mineral resources area map but has been approved for mining. <br /> The homestead itself has no significant historic value. There is a <br /> concern from an aesthetics standpoint in that the grove of mature <br /> trees around the homesite in an integral part of the_existing <br /> landscaping. The alternate mining plan submitted by the applicant places <br /> the site in the last stage of mining. If a replacement grove of trees is <br /> planted west of the existing grove immediately, the new trees would have <br /> 15-20 years of growth before the existing grove is removed. <br /> Operating Hours <br /> Staff still feels that all mining, hauling and processing operations should <br /> be limited to 7:30 a.m. to 5:00 p.m. on weekdays. Staff is willing to <br /> support maintenance activities from 10:00 a.m. - 4:00 p.m. on Saturdays, <br /> but only if these activities are limited to the plant site area which is <br /> to be protected by distance, overburden stockpiles and materials stockpiles. <br /> It is felt that under normal conditions weekday daytime hours would permit <br /> time for maintenance activities. Under peak production conditions when <br /> the allotted daytime weekday hours are consumed by production, maintenance <br /> could be done during reasonable hours on Saturdays. <br /> On Site Security <br /> The applicant indicates that: <br /> 1) The entire property is currently fenced and posted <br /> 2) A lockable gate will be installed at the south gate to the property <br /> 3) The old access to the Deepe home site will be fenced off <br /> 4) The operations area, including the plant site and stockpiles will <br /> be fenced with chain link fence <br /> 5) A Flatiron employee will live in the Deepe farmhouse <br /> These security measures appear to be acceptable. Prior to beginning operations , <br /> fencing and posting of the entire property should be rechecked and any <br /> necessary repairs should be made. Chain link fencing around the operations <br /> area should be at least six feet in height. <br />
