-28- <br />• <br />XIV. Operations Description (cont'd) <br />Room and pillar panels will be typically developed using a five-entry system. Rooms <br />will be driven from these submains a distance of approximately 440 feet from the <br />centerline of the submains. The entries are 18 to 20 feet wide. Pillars will be <br />developed on I00 by 100 foot centers for all mains and 60 by 100 foot centers for <br />all submains. <br />Longwall panels will be 510 feet wide and vary in length from 4,400 feet to 5,700 <br />feet. Barrier pillars of approximately 200 feet in width will be used for longwall <br />panels. A two-entry system will typically be used for the longwall panels. <br />Accrording to current plans, a total of 1,817 acres will be affected through the year <br />1995. The area presently disturbed by surface facilities is 272 acres. There are <br />no plans to disturb any further acreage. <br />All coal to be mined will be recovered from the Cameo "B" seam. The stratum that <br />will be affected by underground mining consists primarily of undifferentiated shales <br />and sandstones of the Mesaverde Group. <br />The proposed operation is in compliance with the requirements of this section. <br />XV. Explosives (2.05.3(6)) <br />No surface blasting is planned to occur at this operation. Therefore, the proposed <br />operation is in compliance with this section. <br />XVI. Coal Processing Waste and Non-Coal Processing Waste (2.05.3(8), 2.05.4(2) <br />(f), 4.10, 4.11) <br />There is no non-coal processing waste produced at .the mines. However, coal <br />processing waste is generated at this mine. Information on coal processing waste <br />and coat processing waste embankments can be found in Section 2.05.3 of volume I <br />and Appendix T of Volume VI of the application. <br />Raw coal mined at the Roadside and Cameo mines is segregated at the preparation plant, <br />Located near the Roadside mine, with clean coal being conveyed to a loadout facility. <br />The reject material is transported by truck to the disposal site. <br />Coal processing waste is currently being disposed of at a site located about one-half <br />mile east of the Cameo mine. Prior to January, 2981, coal processing waste was <br />disposed of at a disposal area near the Roadside mine. This area is no longer used <br />for coal processing waste disposal. <br />Geotechnical analyses in Appendix T of Volume VI of the application show that both <br />the Roadside and Cameo piles are stable at a minimum safety factor of 1.5. As <br />previously stated, the Roadside pile is no longer used, and will be reclaimed dur-ing <br />this five-year permit term. The Cameo pile is to have side slopes of 2.3:I with a <br />crest elevation of 5,025 feet. This configuration will result in a static safety <br />factor of 1.74, and a pile capacity of 2,290,000 cubic yards. <br />The Division finds this pile to be in compliance with a1Z applicable standards_ _. <br />The pit will monitored throughout construction. Monitoring iwi11 include: 1) <br />Pi ezometric monitoring of the coal processing waste embankment to assess the accuracy <br />of the assumptions used in the design analysis; 2) Monitoring of side slopes to <br />maintain a maximum slope angle of 2.3:1; 3) Monitoring compaction to attain a <br />minimum dry density of 80 pcf and; 4) Quarterly inspection for stability <br />
