process must be completed prior to implementing the ghange. If your work entails modifications or
changes, see the Colowyo area supervisor for instructions regarding this requirement.
TRANSPORTATION CONTROLS
While traveling about the mine, it is vitally important to strictly obey all traffic control standards. Accidents
involving mining equipment often have tragic results. Each person operating mobile equipment here is
expected must adhere to the following:
1. Seat belts must be worn at all times when traveling in any vehicle or mining equipment. Everyone
traveling in a vehicle must have a seat and each person must wear seat belts.
2. Obey speed limits as posted. Vehicle operators are expected to drive at a speed which is
appropriate for conditions. Obviously, poor driving conditions require slower speeds. During
times of good driving conditions the following speed limits apply.
a. 10 miles per hour approaching and passing the guard shack. Pedestrian traffic is likely in
this area and the reduced speed is necessary for safety.
b. 25 miles oer hour when passing the administration building. Increased traffic at this point
creates greater hazard to vehicular traffic traveling on the access road.
c. 10 miles oer hour in the warehouse, parking lot and shop areas. Pedestrian traffic
dictates slower speeds in these areas.
d. 45 miles per hour on paved roads.
3. Observe all traffic control signs. These signs were posted to ensure the safe, orderly flow of
traffic.
_.. __.a. __.___OnPy_crop ginn5 by coming to a complete stop. _ ... _
b. All traffic is expected to obey "YIELD" signs. This is particularly important at the
intersection near the Gossard Loadout. If, when approaching the intersection, you can
see traffic coming, you must yield the right of way.
c. You are expected to comply with no passing zones established on the main access road.
Passing in these areas is extremely hazardous.
d. Stay a minimum of 150 feet away from mine equipment when following.
4. Be aware of the possibility of runaway coal haul trucks on the main access road.
5. The shoulder of the main access road is often used to move large equipment up or down the hill. I
Use extreme caution when passing this equipment.
6. Never park in front of the runaway ramps located on the hill portion of the access road.
7. Vehicles over one ton capacity must be chocked or blocked to prevent accidental motion when
parked.
8. Never park behind another vehicle or piece of mining equipment. Additionally, do not park outside
the large equipment bay doors at the shops. The limited visibility of mining equipment has
resulted in numerous accidents in the mining industry.
9. Any vehicle entering the mine site must be in safe operating condition. Vehicles entering the work
areas of the mine must be equipped with the following:
a. Lights, front and rear.
b. Signal horns. Vehicles with reduced visibility to the rear must also be equipped with back-
up alarms.
c. Brakes, service and parking.
