The explosives area at the Foidel Creek Mine was transferted from the Mine No. I, Mine No. 2, and <br />Eckman Park mine, Permit No. C-81-071. Surface blasting is limited to 5 pounds of explosives. No <br />specific approvals are granted under this section. <br />VII. Disposal of Excess Spoil <br />No excess spoil exists at the Foidel Creek Mine. No specific approvals are granted for this section. <br />Vill. Coal Mine Waste Banks <br />Technical Revision No. 21 (TR-21) approved a coal waste pile south of Pond D at the main facility area of <br />the Foidel Creek mine. The pile configuration is a sidehill design with a maximum estimated volume of 3 <br />million cubic yards of waste. The source of the waste is a prep plant which processes any low quality coal <br />product produced by mining. The Division approves the design and any alterna[ive specifications as <br />represented in Exhibit 26A of the permit (4.10.1(1)). <br />IX. Coal Mine Waste <br />Coal Mine Waste Fire Fighting Plan is found in Exhibit 25a of the permit (4.1 l.l). <br />No coal processing waste will be returned to abandoned workings at the Fish Creek Mine or Fish Creek <br />Tipple (4.11.3). <br />Twentymile Coal Company has previously been approved to dispose of select non-coal waste in a location <br />south of the area 1 pit. This location is located in spoil material from the Energy Mine No. 1, and is <br />located above the water table (4.l l.4(l}(3)). <br />X. Backfilling and Grading <br />The Foidel Creek mine portals are located along Foidel Creek, faced-up in highwall from the adjacent <br />surface mining activity in Eckman Pazk. Partial backfilling and grading was done to help seal the portal <br />area from groundwater inflow. The remaining backfilling and grading will occur at the completion of <br />mining activity at the Foidel Creek mine. No specific approvals aze granted under this section. <br />XI. Revegetation <br />The Division has previously approved the use of introduced species in the reclamation seed mix. <br />Introduced species are included in the pastureland and rangeland seed mixes. The applicant has <br />submitted information which shows that the introduced species are desirable and necessary to <br />achieve the approved post-mining land use, and are not poisonous or noxious, (4.15.2). <br />Methods to measure herbaceous cover and production, species diversity, and woody plant density <br />are discussed beginning on pages 2.04-52 and 2.05-I IS of Vol. 1 for all but the Fish Creek Tipple <br />area. These techniques include: <br />a) ten-meter transects using a ten point optical frame every one meter for a total of l00 "hits" to <br />evaluate vegetative cover; <br />b) clipping of cone-square-meter quadrant followed by drying far 34 hours at l05 degrees and <br />weighing to the nearest O.l gram for productivity; <br />C:UHB\C82056\RN03\RN03FI N D.doc <br />23 <br />
