r ; <br />~~ <br />~ right-of entry to the sites. <br />To speed the review process, your application was also reviewed for <br />adequacy, and the following observations were made. <br />1) The Division's bonding calculations are attached. The <br />Division estimates a total cost of $159.10 for reclaiming <br />the site. Therefore, the bond submitted in the amount of <br />$500 is adequate. <br />2) The application states that, "TCC does not anticipate a <br />need to perform any topsoil salvage in conjunction with <br />this activity.° However, under Rule 4.06.2 of the <br />Colorado Rules and Regulations, topsoil must be removed <br />from areas before any drilling, blasting, mining or other <br />surface disturbances. In order to comply with the <br />regulations, TCC must salvage topsoil in the area <br />affected by drilling. The Division requires that TCC <br />remove the topsoil to be affected by drilling, mainly a <br />few feet around the drill hole and where the cuttings are <br />stockpiled. <br />Inspections of previous exploration drill holes indicate <br />that drill cuttings have become cemented around the drill <br />holes, creating a hard surface unsuitable for plant <br />growth. Salvaging and replacing topsoil after raking the <br />cuttings will create a better soil cover, allowing <br />vegetation to establish in the disturbed area. Topsoil <br />should be stockpiled to prevent wind or water erosion and <br />be in compliance with the requirement of Rule 4.21.4(10). <br />Reclamation of the disturbed area shall include raking <br />the cuttings, replacing the topsoil and seeding the <br />disturbed area with the appropriate seed mix. Please <br />incorporate these measures in the operations and <br />reclamation plan of the application. <br />3) Please indicate how TCC intends to protect the hydrologic <br />balance during drilling and reclamation activities. <br />Specifically, the prevention of excess sediment loading <br />to surface water bodies should be addressed. <br />If you have any questions regarding this review, please call me at <br />(303) 866-3567. <br />Sincerely, <br />Barbara L.
