r ;
~~
~ right-of entry to the sites.
To speed the review process, your application was also reviewed for
adequacy, and the following observations were made.
1) The Division's bonding calculations are attached. The
Division estimates a total cost of $159.10 for reclaiming
the site. Therefore, the bond submitted in the amount of
$500 is adequate.
2) The application states that, "TCC does not anticipate a
need to perform any topsoil salvage in conjunction with
this activity.° However, under Rule 4.06.2 of the
Colorado Rules and Regulations, topsoil must be removed
from areas before any drilling, blasting, mining or other
surface disturbances. In order to comply with the
regulations, TCC must salvage topsoil in the area
affected by drilling. The Division requires that TCC
remove the topsoil to be affected by drilling, mainly a
few feet around the drill hole and where the cuttings are
stockpiled.
Inspections of previous exploration drill holes indicate
that drill cuttings have become cemented around the drill
holes, creating a hard surface unsuitable for plant
growth. Salvaging and replacing topsoil after raking the
cuttings will create a better soil cover, allowing
vegetation to establish in the disturbed area. Topsoil
should be stockpiled to prevent wind or water erosion and
be in compliance with the requirement of Rule 4.21.4(10).
Reclamation of the disturbed area shall include raking
the cuttings, replacing the topsoil and seeding the
disturbed area with the appropriate seed mix. Please
incorporate these measures in the operations and
reclamation plan of the application.
3) Please indicate how TCC intends to protect the hydrologic
balance during drilling and reclamation activities.
Specifically, the prevention of excess sediment loading
to surface water bodies should be addressed.
If you have any questions regarding this review, please call me at
(303) 866-3567.
Sincerely,
Barbara L.
