Permit Number CO-J06d, ( ) <br />Pace 1 of 7 <br />~,,,~ 11..'~Jithin one month of permit issuance, the permittee will submit a pion for <br />placement and storace of all non-coal pastes .n a designated potion of the <br />permit area to ensure that leachate and surface r~ncff da not degrade surface <br />or ground cater. A plan far final disposal of non-coal ~,vastes in a designated <br />disposal site will also be submitted. <br />12. '~Jithin one month of permit issuance, an operation description, a sediment <br />control plan, and a reclamation plan for the loadout will he incorporated into <br />the permit. <br />13. '~lithin two months of permit issuance, the per-nittee ~rri1T submit for the <br />approval of the Regional Administrator to the Regulator, Authority an accept- <br />able plan for snow removal and disposal, to insure that snow and road surfac- <br />ing material is disposed of in an appropriate area, and does not interf=_re <br />with surface drainage. <br />14. The Regulatory Authority directs Bear Coal Company to submit a subsidence <br />monitoring program for review and approval by the Regulatory Authority. This <br />program shall include the installation of appropriate profile lines of pena- <br />nent monuments, capable of resisting normal traffic and meteorological phenom- <br />ena. Monumerrts shall be located to monitor passible subsidence of areas des- <br />ignated for the initiation of retreat or secondary extraction. These plans <br />shall include a typical monument detail drawing. This subsidence monitoring <br />program shall be submitted, far review by the Regulatory Authority, within 30 <br />days following permit approval. Further, the approved subsidence monitoring <br />~-, monuments shall he installed and initially monitored prier a the commencement <br />of retreat or secondary extraction within the Bear No. 3 mine. Fallowing the <br />initial monitoring, the subsidence monuments shall be monitored on a semi- <br />annual basis, and the results of that monitoring shall be submitted to the <br />Regulatory Authority within 30 days following ccmple*.ion of eacti monitoring <br />survey. <br />15. If previously undisturbed areas are to be impacted by mining or related <br />acti•+iiies (reads, Dower lines, subsidence etc.) a cultural resource inventory <br />must be performed prior to this impact. Sites are located by this su r+ey. <br />They must he evaluated far eligibility to the national Register of Historic <br />?laces and if they are found to be eligible, a suitable mitigation plan must <br />be developed by the company and approved by the Stag Historic Preservation <br />Officer (S~iPO) and the Office of Surface Mining prior to the disturbance. <br /> <br /> <br />
