Prior to sediment pond construction, the permittee will submit to the <br />Regulatory Authority revised pond desicns 'which will insure that runoff star- <br />age capacity will not be reduced by ground water draining into the pond at any <br />time during `he year. Furthermore, the plan wi T T include a proposal far T i n- <br />ing the pond, or otherwise preventing the contamination of near surface ground <br />water a5 a result of percolation through the alluvium. <br />2. 'dithin one month or" permit issuance, the permittee will submit to the <br />Regulatory Authority a revised plan for handling possible fioodina of portigns <br />of the permit area. The plan will include an evaluation of alternative mood <br />control techniques and potential downstream effects of any fioodinq in the <br />area will be included in the evaluation. <br />3. 'dithin one month of permit issuance, ttie pernittee will submit to the <br />Regulatory Authority a detailed plan far handling and treating any discharge <br />of water from the underground workings 'which does not meet the effluent limit- <br />ations of 4.05.2. The plan will address the measures to be used to preverrt or <br />control gravity discharge including conveyance ta, mairrt enance of, and dis- <br />charge from sumps, sedimentation ponds or a treatment facilibj on the pe^mit <br />area. <br />/'~ <br />4. The applicant will submit to Regulatory Authority an annual report of in- <br />flows, discharges and consumption of water within the Bear #3 mine. 7'nis re- <br />port is to include a mine workings map showing the location and auantity of <br />inflows; a table keyed to the mine map whirtr shall contain the source (i.e., <br />fault, fractur°s, etc.), quantity, duration and quality (i.e., pH, electrg- <br />conductivity and temperature) of all inflows; a table containing records of <br />water discharged from the mine, consumed in the mine and imported for use <br />within the mine; a discussion of water balance within the mine; and finally, a <br />projection of hydrologic impacts of mining in the upcoming year. <br />5. Sear Coal Company shall continue to monitor the free `forth Ford alluvial <br />wells to monitor the effects of mining on alluvial ground water. This moni- <br />toring shall include monthly monitoring of ground water Teveis, pH, trnoer- <br />ature and electro-conductivity. On a quarterly basis, around water quality <br />analysis shall be run on samples collected from these alluvial 'wells. The <br />'Hater quality samples shall be analyzed far those parame*_er5 in Attachment 2 <br />of the C`4RD ?emit. Ail data shall e submitted to The Regulatory authgrity <br />,within one aonth of the date of collection. The Regulatory authority may <br />reduce this frequency of analysis, the numroer of pareme*_ers analyzed, and num- <br />ber of •wells monitored upon temple*ion of the year's collection of date. <br />o. -he permittee will submit to the Office cf Surfacs '4ining an annual <br />hydrglogic repgrt.
