Within one month of permit issuance, the permittee will submit a plan for <br />placement and storage of all non-coal wastes in a designated portion of the <br />permit area to ensure that leachate and surface runoff do not degrade surface <br />or ground water. A plan for final disposal of non-coal wastes in a designated <br />disposal site will also be submitted. <br />12. Within one month of permit issuance, an operation description, a sediment <br />control plan, and a reclamation plan for the loadout will be incorporated into <br />the permit. <br />13. Within two months of permit issuance, the permittee will submit for the <br />approval of the Regional Administrator to the Regulatory Authority an accept- <br />able plan for snow removal and disposal, to insure that snow and road surfac- <br />ing material is disposed of in an appropriate area, and does not interfere <br />with surface drainage. <br />14. The Regulatory Authority directs Bear Coal Company to submit a subsidence <br />monitoring program for review and approval by the Regulatory Authority. This <br />program shall include the installation of appropriate profile lines of perma- <br />nent monuments, capable of resisting normal traffic and meteorological phenom- <br />ena. ~4onuments shall be located to monitor possible subsidence of areas des- <br />ignated for the initiation of retreat or secondary extraction. These plans <br />shall include a typical monument detail drawing. This subsidence monitoring <br />program shall be submitted, for review by the Regulatory Authority, within. 30 <br />days following permit approval. Further, the approved subsidence monitoring <br />monuments shall be installed and initially monitored prior to the commencement <br />~'V of retreat or secondary extraction within the Bear No. 3 mine. Following the <br />initial monitoring, the subsidence monuments shall be monitored on a semi- <br />annual basis, and the results of that monitoring shall be submitted to the <br />Regulatory Authority within 30 days following completion of each monitoring <br />survey. <br />15. If previously undisturbed areas are to be impacted by mining or related <br />activities (roads, power lines, subsidence etc.) a cultural resource inventory <br />must be performed prior to this impact. Sites are located by this survey. <br />They must be evaluated for eligibility to the National Register of Historic <br />Places and if they are found to be eligible, a suitable mitigation plan must <br />be developed by the company and approved by the State Historic Preservation <br />Officer (SHPO) and the Office of Surface t4ining prior to the disturbance. <br />/"'1 <br />~fl:,~tlPh~,~ L.', <br />
