The Division proposes to approve the applicant's plan for disposal <br />of debris, acid-forming or toxic materials, or materials <br />constituting a fire hazard in a manner designed to prevent <br />contamination of ground or surface waters. Non-coal waste will be <br />buried in backfilled mine pits to a depth less than fifty (50) feet <br />and greater than twenty (20) feet below ground level. Used oil and <br />lubricant will be stored in an outdoor storage tank which has an <br />emergency overflow to a clay lined pond south of the shop. (Pages <br />780-11a through 780-12>. A contengency plan has also been <br />developed to prevent sustained combustion of flammable materials. <br />(4.14.3(1)(a)). <br />the applicant has submitted a plan for reclamation of excessive <br />rills and gullies. This plan is proposed to be approved by the <br />Division. (4.14.6(1)). Seeding will be followed by contour <br />furrowing, when rills greater .than nine inches (9"> are formed, <br />they will be blocked, remulched and stabilized. If this proves <br />unsatisfactory, the mine will use a small rubber-tired farm tractor <br />for regrading. Once the site is reseeded, it will be planted with <br />annual grain (Pages 816-143 through 816-143). <br />VI <br />Revegetation <br />The Division proposes to approve the use of introduced species in <br />the reclamation seed mix. The applicant has submitted information <br />which shows that the introduced species are desirable and necessary <br />to achieve the approved post-mining land use, and are not poisonous <br />or noxious. (4.15.2). <br />The Division proposes to approve the use of live mulch as a means <br />to meet soil stabilization requirements (4.15.4). The Division has <br />approved the use of annual grain species as a means to meet soil <br />stabilization requirements. Should a spring seeding be necessary, <br />Russel oats will be planted, whereas Elban Winter Rye will be used <br />for fall seedings. Kerr Coal will chisel plow and disk topsoil <br />once it has been laid down. Contour furrows will be put in place <br />to avoid erosion prior to gemination of the annual species. In <br />areas that cannot be seeded, Kerr will use straw mulch for <br />stabilization purposes. <br />Methods to measure herbaceous cover and production, species <br />diversity, and woody plant density are discussed in These <br />techniques include (~( ). The Division <br />proposes to approve of these techniques.
