16. The Division has contacted the Office of Surface Mining, Reclamation Fees <br />Branch. As of this time, March 16, 1989, the operator is current in the <br />payment of reclamation fees required by 30 CFR Chapter VII, subchapter R. <br />(2.07.6(2)(0)). <br />(SPECIALIST - INCLUDE DISCUSSION OF WAIVERS TO ANY OF THE ABOVE FINDINGS <br />WITHIN THAT SECTION.) <br />SECTION B <br />The following findings and specific approvals are required by Rule 4 <br />I. Hydrologic Balance - Rule 4.05 <br />A. Surface and Ground Water Monitoring <br />The water monitoring program is described on pages 180-107 6b <br />through 780-110 of Volume 2. This plan is organized into four <br />phases of monitoring corresponding to disturbance at the site. <br />The ground water monitoring plan is as follows: (4.05.13(1)). <br />Monitoring of wells completed in the alluvium, overburden and <br />coal aquifers are monitored for water level, field parameters <br />and major catons and anions on a quarterly basis. In <br />addition, trace metal analyses are performed on alluvial <br />samples on a biannual basis and on the bedrock well s. on an <br />annual basis. <br />2. The monitoring plan was submitted under 2.05.6(3>(b)(iii) and <br />includes the following: (4.05.13(2)). <br />The program calls for weekly monitorin when water is flowing <br />and monthly during non flow periods. A full water quality <br />suite is performed on a semiannua] basis. Pond staff guages <br />will be read for water and sediment levels semiannually. <br />Sediment pond discharge monitoring will be conducted as per <br />the NPDES permit on a weekly, monthly and quarterly basis as <br />specified. Reporting is on a quarterly basis. All sediment <br />ponds are to be inspected and a report submitted quarterly. <br />The water year is October 1 throught September 30. The <br />annual report is due on or before Novemberl of the year. An <br />annual inspecton and certification of sediment pond dams is <br />to be submitted at this time also. <br />
