PART I -INTRODUCTION <br />Purpose of this Document <br />This document presents the results of the midterm permit review of Colorado Yampa Coal <br />Company's Energy Mine No. 1 and Eckman Park Mine. The Colorado Division of Minerals <br />and Geology ("Division") conducted this review for the purpose of fulfilling the <br />requirements of the Colorado Surface Coal Mining Reclamation Act ("Act"), and the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining <br />("Regulations"). Energy Mine No. 2 previously was also a part of permit C-81-071, but the <br />Division's jurisdiction over Mine No. 2 ended on March 30, 1998 when a final bond release <br />was approved. <br />Oreanization of this Document <br />This document is divided into the following three parts: <br />Part I -Introduction <br />Part II-Summary of Operations, Violations, Revisions to Permit, <br />Stipulations, Vaziances, and Bond <br />Part III -Requested Revisions of Permit Application <br />Midterm Review Requirements of the Retrttlations <br />Section 2.08.3 of the Regulations requires the Division to conduct a general review of each <br />mining and reclamation permit prior to the middle of the permit's tent[ (2'/z years).
