Moffat County has <br />vacated the first two roads to Empire Energy Corporation, as documented in <br />Exhibit 5 of the application. This appendix is the executed Resolution of the <br />Moffat County Commissioners, dated September 4, 1981. For State Highway <br />13/789, Empire Energy Corporation has valid existing rights prior to August 3, <br />1977 as defined by Rule 1.04 (149).
