Rule 2.05.6(6)(d) requires the applicant to complete a projection of
possible consequences of subsidence for the structures and renewable
lands identified during the required inventory. The amended permit
application observes:
"The worst possible consequences of subsidence are as follows:
For the maximum extraction height of 12 feet in the No.
6 Mine longwall panels, the maximum longwall subsidence
will be 7.5 feet.
Where the No. 6 Mine longwall mining undermines the No.
5 Mine "first mined" room-and-pillar workings, maximum
subsidence will be 10.6 feet, assuming failure of the
No. 5 MIne "first mined pillars.
Where the No. 6 Mine longwall mining undermines the No.
5 Mine longwall workings, maximum subsidence will be
10.3 feet.
The average angle of draw will be 19 degrees.
Possible development of surface cracking where the
overburden is less than 500 feet thick and the soil
cover is thin.
The predicted maximum possible worst case subsidence for the
various structures and renewable resource lands is summarized
in the permit revision application on Table 79, Maximum
Predicted Worst Case Subsidence on Structures and Renewable
Resource Lands.
A summary of the anticipated degree of subsidence impacts on
structures and renewable resource lands is presented in the
permit revision application on Table 80, Anticipated Degree
of Subsidence Impact on Structures and Renewable Resource
Lands Based on Maximum Predicted Worst Case Subsidence."
C. Subsidence Control Plan
worst
resource
Briefly summarized, Empire Energy Corporation proposes to limit subsidence to
critical structures and renewable resource lands within the five year permit
period area by avoidance. As stated on pages 2.05:6(6)-13R, -13Ra 8 -14 of
the amended permit application; State Highway 13, the railroad ;pur, the Yampa
and Will tams Fork rivers, and the private residences are all outside the area
projected to be subsided during the five year permit period.
In the case of the AMOCO oil pipeline, Empire Energy Corporation responded to
Division preliminary adequacy review comments by amending page 2.05.6(6)-13R
to state:
"Empire Energy Corporation (EEC) has established communications with
Amoco Pipeline Company to determine the most practical means to mitigate
-64-
