-6- <br />renewal review. The pit configuration has changed somewhat, in that <br />the highwall side is laid further back than originally planned. This <br />was done to facilitate ramping to the benches, and because of a <br />dragline problem in 1986 which required increased mining of the upper <br />(truck-shovel) seams. This configuraton results in a somewhat larger <br />disturbed surface area, but does not significantly effect any area of <br />compliance. Most of the increased area drains internally to the pit. <br />Bonding calculations have also been modified to reflect this change. <br />XV, Explosives - Rule 2.05.3(6) <br />The operator is in compliance with the requirements of this section. <br />The explosives storage area was relocated in 1984 as a technical <br />revision to the permit. <br />XVI. Backfillino and Gradino - Rules 2.05.3(6). 2.05.3(91. 2.05.4(21(a). <br />There have been no significant changes in the backfilling and grading <br />plan since the original permit review. The operator has been <br />performing annual post-mining topography surveys and swell factor <br />monitoring in accordance with the approved plan (see Findings page <br />37): Monitoring data may be found in the annual reports. During <br />permit renewal the operator requested a decrease in the monitoring <br />frequency to every two and a half (2-112) years. Based on current <br />data, this request was approved. <br />The only other change in the backfilling and grading plan was a <br />modification to the Streeter Fill (TR #03) which reduced the crest of <br />the fill from 7300 to 7200 feet in elevation. The as-built drawings <br />of the fill are now included in the permit (Map 30): <br />XVTI. These revisions have all <br />been incorporated into the permit, so that the current document <br />accurately describes the on-the-ground disturbances. The operation is <br />in compliance with the requirements of this section. <br />XVIII. Roads - Rules 2.05:3(3) and 4.03 <br />There have been no significant changes pursuant to these rules during <br />the first permit term. <br />XI X. Bonding - Rule 2,05,7(2)(6) and Rule 3 <br />As with the original bond estimate, Colowyo's bond calculations for <br />this permit involve reduction of the pit slopes to 3:1 and the <br />construction of a desgined channel which drains the pit to Gulch A. <br />For the new tern, the operator has presented a revised "worst-case" <br />analysis to reflect requrements of a changing pit location. The <br />reader is referred to the original Findings (page 40), and Exhibit 13 <br />of the permit for further discussion. <br />
