No acid- or toxic-forming materials were identified iri the roof and floor
analysis. Water that does come in contact with the roof and floor will
be slightly sodium-sulfate in nature.
The operation is in compliance with the requirements of this section.
V. Surface Water Hydrology - Rules 2.04.5, 2.04.7,
an
Information pertaining to surface water hydrology is presented in
Sections 2.04.7 (pages 50-57.22) and 2.05.3(4) (pages 130-179.31) of the
permit application.
The permit area lies on the drainage divide between Trout Creek and
Middle Creek as shown on Map 2 of this document. These are both
perennial streams which flow in a northeasterly direction into the Yampa
River. Trout Creek receives the drainage from the facilities area and
forms the southeast boundary of the disturbed area. The drainage basin
for Trout Creek above the mine includes an area of approximately
33 square miles. The runoff from the disturbed area of 5.6 acres
constitutes less than 0.027% of the total flow of the stream. The runoff
from the disturbed area is, therefore, insignificant to the flow of the
stream.
Surface water monitoring sites have heen established both upstream and
downstream of the mine nn Trout Creek., Because of problems encountered
with right-to-enter immediately downstream of the mine, Sunland obtained
permission to use monitoring information collected by the Pittsburgh 8
MiAway Coal Mining Company for the Edna Mine (Permit C-80-001), which is
located approximately one mile downstream. The approved monitoring plan
is presented on page 65.06 of the permit application.
During the original permit application review, the Division was concerned
about the facilities area due to its close proximity to Trout Creek. An
analysis of the potential for this area to be floc+ded was performed by
Gingery 8 Associates nn behalf of Sunland. The results from this
analysis show that even during the 100-year event, the facilities area
will not he flooded since Sunland previously elevated this area.
All drainage from disturbed areas is routed to the sediment pond, located
in the facilities area ad,iacent to Trout Creek, except for the mine fan
installed at the old Apex No. 1 Mine area. The drainage from this mine
fan is very minor and cannot be routed to the sediment pond. Due to the
miniscule size of the area involved and since disturbance originally
occurred in the early 1900's, the Division has granted a small area
exemption for the fan at the Apex No. 1 Mine pursuant to Rule 4.05.2(3).
The sediment pond has been installed per the regulations and was so
certified. This pond has never discharged during the initial permit term.
The operation is in compliance with the requirements of this section,
-9-
