(4) Slope stabilization, erosion protection measures and <br />broaucast seeding of grasses will occur in the Spring of <br />1986, and approximately one-half (1/2) of tree ana snrub <br />planting will occur in the Fall of 1986, and one-half (1/2) <br />will occur in the Spring of 1987. Landscape and irrigation <br />systems as required for the disturoed areas shall be <br />completely installed and in operation on or before June 1, <br />1987. <br />(5) Landscaping and irrigation systems shall be maintained in <br />good condition in accordance with the plans approves by the <br />Board. All planted areas shall be watered sufficiently to <br />promote growtn of all trees, shruos and grouna cover <br />plants. Planting areas shall be maintained in a weed free <br />condition. All planting shall be periodically pruned, <br />trimmed, edged and fertilized in accordance with generally <br />accented horticultural practices. All trees, shruos and <br />plants which have been planted and whicn, due to accident, <br />damage, disease, and other cause, fail to show healthy <br />growth, shall be replaced. Replacement plants shall conform <br />to all standards that govern the original planting <br />installation. <br />B. NOISE ATTENUATION <br />(1) The applicant shall utilize state of the art noise <br />suppression technology to mitigate noise impacts produced by <br />ventilation, conveyor and processing systems and equipment <br />used at the mine site. Tnat the applicant agree to limit <br />blasting activity to daytime hours if the noise impacts to <br />nearby residents is determined by the Board of County <br />Commissioners to be greater tnan projected. <br />C. COLOR OF IMPROVEMENTS <br />1. The applicant snall submit a color plan for all buildings <br />for approval by the Board of County Commissioners. The <br />applicant shall consult with homeowners in Riverbend <br />Subdivision and landowners located north of the Colorado <br />River and within a one (1) mile of the mine site after <br />consultation with such owners, shall provide plywood <br />mock-ups demonstrating four (4) colors for evaluation not <br />later than October 15, 1985. The mock-ups shall be eight <br />feet by eight feet (8' x 8'). The applicant and owners <br />shall select the most appropriate color(s) and shall submit <br />same for final approval by the Board of County <br />Commissioners. The color scheme approved sttall apply to the <br />walls and roofs of improvements constructed at the mine <br />site. <br />D. LIGHTING STANDARDS <br />(1) The applicant shall meet all applicable government <br />regulations ana standards for the lighting of the project <br />and shall include such additional lighting as may be prudent <br />for safe working conditions. Suoject to the foregoing, all <br />lighting shall be installed so as to minimize off-site <br />impacts to the extent reasonably feasible. By way of <br />example and not as a limitation, lights illuminating areas <br />of the project shall be directed downward and toward the <br />surface of the project by appropriate reflectors. In <br />addition, the developers of the mine shall not illuminate <br />the mine or its facilities with any cosmetic or dramatic <br />lighting. No lighting shall be required on County Road 335. <br />
