(4) Slope stabilization, erosion protection measures and broaucast seeding of grasses will occur in the Spring of 1986, and approximately one-half (1/2) of tree ana snrub planting will occur in the Fall of 1986, and one-half (1/2) will occur in the Spring of 1987. Landscape and irrigation systems as required for the disturoed areas shall be completely installed and in operation on or before June 1, 1987. (5) Landscaping and irrigation systems shall be maintained in good condition in accordance with the plans approves by the Board. All planted areas shall be watered sufficiently to promote growtn of all trees, shruos and grouna cover plants. Planting areas shall be maintained in a weed free condition. All planting shall be periodically pruned, trimmed, edged and fertilized in accordance with generally accented horticultural practices. All trees, shruos and plants which have been planted and whicn, due to accident, damage, disease, and other cause, fail to show healthy growth, shall be replaced. Replacement plants shall conform to all standards that govern the original planting installation. B. NOISE ATTENUATION (1) The applicant shall utilize state of the art noise suppression technology to mitigate noise impacts produced by ventilation, conveyor and processing systems and equipment used at the mine site. Tnat the applicant agree to limit blasting activity to daytime hours if the noise impacts to nearby residents is determined by the Board of County Commissioners to be greater tnan projected. C. COLOR OF IMPROVEMENTS 1. The applicant snall submit a color plan for all buildings for approval by the Board of County Commissioners. The applicant shall consult with homeowners in Riverbend Subdivision and landowners located north of the Colorado River and within a one (1) mile of the mine site after consultation with such owners, shall provide plywood mock-ups demonstrating four (4) colors for evaluation not later than October 15, 1985. The mock-ups shall be eight feet by eight feet (8' x 8'). The applicant and owners shall select the most appropriate color(s) and shall submit same for final approval by the Board of County Commissioners. The color scheme approved sttall apply to the walls and roofs of improvements constructed at the mine site. D. LIGHTING STANDARDS (1) The applicant shall meet all applicable government regulations ana standards for the lighting of the project and shall include such additional lighting as may be prudent for safe working conditions. Suoject to the foregoing, all lighting shall be installed so as to minimize off-site impacts to the extent reasonably feasible. By way of example and not as a limitation, lights illuminating areas of the project shall be directed downward and toward the surface of the project by appropriate reflectors. In addition, the developers of the mine shall not illuminate the mine or its facilities with any cosmetic or dramatic lighting. No lighting shall be required on County Road 335.
