10) Rule 2.04.7(1) requires the operator to provide information on <br />the recharge, storage, and discharge characteristics of <br />aquifers within the permit area. Although a very brief <br />discussion of groundwater recharge provided in the permit <br />states that recharge is approximately equal to discharge, no <br />discussion of groundwater discharge is presented. The <br />operator should provide a discussion of groundwater discharge <br />which should include the approximate quantity and quality of <br />discharge as well as major discharge locations. <br />11) A footnote to Table 17 notes a discrepancy between water <br />levels and transmissivity and states that ongoing monitoring <br />will rectify the problem. Has ongoing monitoring rectified <br />the problem, and if so, what are the results. <br />12) In the section on Alternative Water Supply for groundwater, <br />the permit states that, if groundwater contamination were to <br />occur as a result of mining, it would take approximately 3000 <br />years for the contaminated groundwater to reach well 009219, <br />which is presumably the closest water supply well to the <br />mine. The operator should provide calculations to <br />substantiate this claim. <br />13) The last paragraph of page 5 of the PHC states, "At this time <br />it is difficult to predict the unknown effects of springs and <br />seeps". Monitoring results collected since the time the <br />permit has been in effect should give an indication of what <br />the actual effects have been and should aid in making a <br />prediction. The PHC should be updated to include a prediction <br />of the effects of springs and seeps on surface water quality. <br />II. Summary of revisions and stipulations <br />There has been one revision to the H-G Mine permit since the permit <br />renewal was conducted in late 1991. This was a technical revision <br />(TR-61) to delete the H-G loadout from the permit. The loadout was <br />sold to Peabody Coal and re-permitted as C-92-081. There were no <br />stipulations attached to this revision. <br />There have been no additional stipulations since the most recent <br />permit renewal and all stipulations on file have been complied <br />with. <br />III. Bonding <br />The current reclamation bond for the H-G Mine is $2,300,000 and is <br />secured by policy number 645100078360 BCA through Aetna Casualty <br />and Surety. The actual reclamation liability is $1,368,313.00. <br />This figure represents the reclamation liability after phase I bond <br />release. <br />
