Finally, Section IV discusses <br /> the current state of the bond liability and reclamation bond. <br /> I. History <br /> The original permanent program permit (C-81-041) for the mines was <br /> issued to Powderhorn Coal Company on January 3 , 1983 . At that <br /> time, the mines were designated the Roadside and Cameo Mines. <br /> Major facilities included the Roadside Portal, wash plant, and <br /> refuse pile, to the south and east of the Colorado River and I-70, <br /> and the Cameo Portal and unit train loadout to the north and west <br /> of the Colorado River and I-70. The mine name has since been <br /> changed, and what was the Cameo Mine is now referred to as the <br /> Roadside North Portal . <br /> Three additional coal refuse disposal areas located along Coal <br /> Canyon to the northwest of the Roadside North Portal have been <br /> approved since original permit issuance, two of which are currently <br /> in use. The mine was in temporary cessation between October, 1986 <br /> and May, 1989. Between 1989 and 1995 the mine was active and has <br /> produced up to 70,000 tons of clean coal per month. Up until <br /> November, 1994, .production was limited to the Roadside South <br /> Portal , but at that time the North Portal was reactivated, and coal <br /> has subsequently been produced from both portals. The permit was <br /> last renewed in September, 1993 , and the current permit term <br /> expires January 3 , 1998. <br /> Reclamation of the refuse piles in Coal Canyon (CRDA #1, CRDA #2 <br /> and CRDA #3) is contemporaneous with completion of constructed <br /> benches. The slopes of the Roadside refuse pile have been <br /> temporarily covered with six inches of soil and stabilized with an <br /> interim vegetation cover. The flat top of the pile is used for <br /> storage of equipment and materials. Final grading and permanent <br /> seeding have occurred at the Northwest Intake Shaft near the South <br /> Portal area, and in the North Decline area, to the north and east <br /> of the South Portal area, on the east side of I-70. Final <br /> reclamation has also occurred within the Cameo Borrow Area #1 , east <br /> of CRDA #1 . <br /> Historically, the valley has been mined for coal since the late <br /> 1800's, so the alluvial valley floor has been altered and affected <br /> by these operations, and the alluvial disturbance has been <br /> "grandfathered" into the permit area. The Cameo Power Plant, which <br /> is a customer for coal from the Roadside Portals, is located just <br /> west of the mine site along Interstate 70. <br /> II . Summary of Revisions and Stipulations <br /> Stipulations <br />
