the upper layers of the soil-rock mixture to encourage growth <br />of pioneer shrub-type vegetation. The seed bed preparation and <br />all other steps needed to establish a healthy native grass <br />cover shall be performed in accordance with the Guidelines for <br />Vegetation unless specifically modified in this document. The <br />steepest allowable slope shall be 2.SH:lV. <br />The placement of vegetation on channel banks, with or without <br />riprap, shall be limited to the area above the 2-year water <br />surface elevation only. Below this elevation riprap will be <br />required. <br />2.3 RIVERBANK PRQTECTION <br />In areas where the water currents in the river will have a tendency to <br />erode the river banks, it is necessary to provide additional bank pro- <br />tection over what is provided simply by bank vegetation. The next <br />three subsections provide the criteria for the design and installation <br />of three types of allowable bank protection for the South Platte River <br />in Adams County. This type of protection is required for the pro- <br />tected areas of the existing channel alignment conditions and for the <br />areas defined under Sections 2.1.2 - Master Plan Alignment and 2.1.3 - <br />Minimum Maintenance Alignment for the minimum maintenance alignment <br />river channel configurations. <br />Riverbank protection must be provided at the time that mining occurs <br />adjacent (within 400 feet) to the river channel. it will not be <br />necessary for gravel mining operators to complete improvements on the <br />entire reach along their permit boundary prior to the commencement of <br />mining activities unless the areas are experiencing ongoing bank <br />erosion as determined by the Adams County Engineer or District.
