Introduction
National King Coal, LLC(NKC) submitted a permit application
package (PAP) for a permit revision for the King Coal Mine to the
Colorado Division of Minerals and Geology (DMG) under the
Colorado State program (30 CFR 906). The PAP proposes extending
underground mining operations into about 260 acres of Federal
leases C-29125 and COC-49965. The proposed mining plan actions
would create no acres of additional surface disturbance in the
mining plan areas.
• Under the Mineral Leasing Act of 1920, the Assistant Secretary,
B. Background
Land and Minerals Management, must approve, approve with
conditions, or disapprove the mining plan actions for Federal
leases C-29125 and COC-99465. Pursuant to 30 CFR Part 796, the
Office of Surface Mining Reclamation and Enforcement (OSM) is
recommending approval of the mining plan actions without
conditions.
The King Coal underground coal mine is located in La Plata
County, Colorado. The mine has been in operation since 1941.
About 11 acres within the State's permit area have been affected
by surface disturbance to date. The mining operations utilize
room-and-pillar mining methods and are conducted at an average
production rate of about 0.2 million tons per year. Mining is
currently planned to continue for 10 years.
A total of about 58 employees work at the mine.
The King Coal Mine mining plans for Federal leases C-29125 and P-
058300 were initially approved on May 20, 1982. Since that
approval there have been no mining plan modifications for those
Federal leases. Anew mining plan was approved on July 22, 1992
• for Federal lease COC-99965. A total of 602 acres of Federal
1
