Land Use <br />The pre-mining land use of the area is wildlife habitat. <br />This will not be altered. <br />Cultural Resources <br />Impacts to cultural resources are not anticipated for this <br />action. <br />However „ to aid in protection of the resource, the <br />following special Federal condition is being attached to the <br />mining plan approval document: <br />At such time as OSMRE, in consultation with the <br />Colorado Mined Land Reclamation Division and the <br />SHPO, determines that subsidence within the <br />permit-mining plan area may adversely affect known <br />or unrecorded cultural sites, additional cultural <br />resources studies may be required. This <br />determination will be based on new subsidence or <br />new cultural resources information. <br />The proposed mining and reclamation operations will not <br />result in significant damage to important historic, <br />cultural, or scientific resources in the permit-mining plan <br />area based on the surveys and information contained in the <br />permit application package, information provided by the <br />State Historic Preservation Officer, the above Federal <br />condition to be attached to the mining plan approval, and <br />the standard Condition 7 of the mining plan approval <br />document. <br />Socioeconomics <br />Approval of this action will allow the continued operation <br />of the Bear No. 3 mine. No change in personnel levels or <br />production are expected. No impacts are anticipated. <br />B. Impacts of Disapproval <br />If the mining plan is disapproved, the impacts described <br />above for the "Approval with. Special Federal Conditions" <br />alternative would not occur. The Bear No. 3 mine would <br />continue to operate under the terms and conditions of the <br />previously approved mining plan, the impacts of which were <br />described in OSMRE's environmental assessment prepared for <br />the 1985 mining plan approval for the Bear No. 3 mine. <br />Disapproval would result in 130,000 additional tons of <br />Federal coal not being mined unless and until an alternative <br />mining plan is developed, submitted by the lessee, and <br />approved by the Assistant Secretary.
