IV. IMPACTS OF ALTERNATIVES <br />A. Impacts of Approval With Special Federal Conditions <br />The preferred alternative is approval with special Federal <br />conditions. A special condition of mining plan approval is <br />required to ensure compliance with Federal laws, Executive <br />orders, and regulations. The analysis of approval without <br />conditions identified certain impacts that could and should <br />be mitigated by the addition of a special condition to the <br />mining plan approval. This special condition is discussed <br />below in the cultural resource section. <br />Description of the site specific impacts of the mining and <br />reclamation operations as approved by Colorado MLRD are <br />contained in Colorado MLRD's 1985 Decision and Findings of <br />Compliance document. This 1985 document is incorporated by <br />reference into this analysis. The impacts of approval of <br />the mining plan with special conditions are summarized <br />below. <br />Based on the information contained in the PAP and Colorado <br />MLRD's Decision and Findings of Compliance, OSMRE has <br />determined that the reclamation is technologically and <br />economically feasible in accordance with section 522(a)(2) <br />of SMCRA. <br />TopoQraphv and Geolo <br />No direct surface disturbance will occur with this action. <br />Subsidence will affect the surface by lowering the surface <br />possibly a few feet. The major effect of this action on the <br />geology of the area will be the removal of 130,000 tons of <br />recoverable coal. These are not significant impacts. <br />A large landslide exists above the town of Somerset. <br />Subsidence has the potential to reactivate this slide. A <br />geological study was recently initiated by the company on <br />the slide area to show the potential impacts of subsidence <br />on this slide for removing the mineable B seam coal on the <br />lease areas. However, this mining plan proposal only <br />involves development mining of the B seam. Secondary and <br />retreat mining will be proposed in a separate action at a <br />later date when the geotechnical study is complete. <br />The Geotechnical study data to date indicates that the <br />mining and reclamation operations proposed (development <br />mining) will not substantially endanger life and property <br />because of the effects of mining and reclamation operations <br />on the landslide area. <br />11 <br />
