II. ALTERNATIVES <br />A. Alternatives Under Analysis <br />Approval With Special Federal Conditions <br />The Assistant Secretary - Land and Minerals Management would <br />approve the mining plan with special Federal conditions to <br />mitigate impacts or to satisfy the requirements of Federal <br />laws, Executive orders, and regulations. Such conditions <br />would be in addition to any special conditions of approval <br />of the permit application by Colorado MLRD. This is the <br />preferred alternative. The analysis of approval without <br />special Federal conditions resulted in the identification of <br />a potential impact that should be mitigated. The special <br />Federal condition to be attached to the mining plan approval <br />document deals with the mitigation of potential impacts to <br />cultural resources as a result of subsidence. <br />Disapproval <br />The Assistant Secretary - Land and Minerals Management would <br />disapprove the mining plan. <br />B. Alternatives Considered but not Analyzed Further <br />No Action <br />Under 30 CFR 746.14, mining plans must be approved, approved <br />with conditions, or disapproved by the Assistant Secretary. <br />The Assistant Secretary must act on the proposed mining <br />plan; therefore, the No Action alternative is not discussed <br />further in this document. However, taking no action would <br />have the same effect as disapproval. <br />Technical Alternatives <br />There are no conflicts in the uses of the available <br />resources; therefore, there is no need for technical <br />alternatives. <br />Approval Without Special Federal Conditions <br />The Assistant Secretary - Land and Minerals Management would <br />approve the mining plan in accordance with the approval of <br />the PAP, including any special conditions, by Colorado MLRD. <br />There is one special Federal condition to be attached to the <br />
