Box 68 <br />Craig, Colorado 81626 <br />RE: Adequacy Review of Technical Revision Application: laydown Area and <br />Crane Work During Placement of Overland Conveyor <br />Permit No. C-044-81 <br />Dear Mr. Mills: <br />The Division has completed an initial review of the above mt:~ntioned <br />application that was submitted by Empire Energy Corporation (EEC) on September <br />25, 1984. Below are specific comments and concerns relating to the proposed <br />work. <br />Empire Energy Corporation is requesting a technical revision to pursue the <br />construction of an overland conveyer crossing of the Williarris's Fork River and <br />Colorado Highway No 13/789. This construction will involve the construction <br />of a temporary access road, laydown yard and the operation of a structural <br />crane within the active channel of the Williams's Fork River. <br />The construction of the tube conveyer enclosure will prevent coal fines <br />pollution of the Williams's Fork River. For this reason, carefully controlled <br />minor disturbance of that channel would appear to be warranted. However, EEC <br />should provide an explanation based on sound reasoning that placement of a <br />crane in the active stream channel is absolutely necessary for successful <br />completion of the project. The information presented within the technical <br />revision application is extremely vague in reference to the conditions within <br />and adjacent to the channel of the Williams's Fork River. It will be <br />important to minimize disturbance to that channel and the adjoining areas. <br />EEC presents two access alternatives which include possible placement of fill <br />as a pad for the crane or excavation of a ramp in the river bank. The scale <br />of Map IV - 9 does not allow determination of the actual site configuration in <br />the immediate area of the proposed channel disturbance. EEC should provide <br />the Division with a construction scale site map (perhaps one inch equals <br />twenty feet) and an appropriate contour interval such as one foot. The <br />applicant should indicate upon the map exactly what envelope the crane would <br />operate within. <br />Areas disturbed by the crane may require specific repair techniques.
