Section II - Revisions to the Permit <br />Since permit issuance on December 12, 1990, Rimrock Coal Company has submitted <br />the following revisions for the Rimrock Strip Mine: <br />Minor Revision No. 1 was field-issued and approved with conditions on <br />January 13, 1993. This revision allowed the drilling of two exploration <br />drill holes on the east ridge of Engleville Gulch, in order to gather <br />information for potential phase two mining. Stipulation No. 3, which was <br />attached to this revision, was satisfied. The bond was not increased <br />because the phase two mining reclamation bond already covered disturbance <br />in this area. <br />Minor Revision No. 2 was field-issued and approved with conditions on <br />January 13, 1993. This revision allowed the placement of pond excavation <br />material onto a previously undisturbed site. Stipulation No. 4 was <br />attached to this revision and was satisfied. Bond was not increased <br />because this site was to become part of the coal stockpile area and, <br />therefore, was already bonded for reclamation. <br />Minor Revision No. 3 was submitted on February 1, 1993 and was approved <br />on February 4, 1993. This revision allowed the replacement of a 36-inch <br />diameter culvert with two 24-inch diameter culverts. The location of <br />these culverts is along the west pit collection ditch, underneath the <br />road leading to the topsoil stockpile. <br />Technical Revision No. 1 was submitted on February 1, 1993 and is <br />currently going through the adequacy process. This revision would change <br />the pond embankment design inslope and outslope from 2 H:iV to 2.5 H:1V. <br />Section III - Status of Stipulations <br />Two stipulations were attached to the permit document of December 12, 1990. <br />Two additional stipulations were added to the field-issued minor revisions on <br />January 13, 1993. <br />Stipulation No. 1 <br />Within 30 days of permit issuance, the permittee must submit a statement <br />certified by a registered professional engineer attesting that the <br />sediment pond has been constructed as designed. It should also include <br />how the sediment storage monitoring is going to be implemented. <br />As of this midterm review date, this stipulation, attached to the permit <br />document, has not been fully satisfied. The original pond certification <br />of December 23, 1992 was not accepted by the Division. NOV C-93-005 was <br />issued as a consequence. The February 8, 1993 pond certification <br />submittal has not been verified in the field by the Division yet. In <br />addition, the sediment storage monitoring plan needs to be implemented. <br />-3- <br />
