,. <br />Summary <br />The Review Process, Description of the Environment <br />and <br />Description of the Operations and Reclamation Plan <br />The Review Process <br />Enron Coal Company is applying for a permit under the Colorado Surface Coal <br />Mining and Reclamation Act for reclamation only at the Rienau No. 2 and <br />Northern No. 1 mines, The Meeker Area Mines are located approximately <br />eight miles north of Meeker, in Rio Blanco County, Colorado. The proposed <br />permit area is located in portions of Sections 16, 20, 21, 21, 28, 29, 32, 33, <br />34, T2N, R93W, of the 6th P.M.; Section 3, T1N, R93W of the 6th P.M, <br />Enron Coal Company operated the Meeker Area Mines from <br />mines suspended mining operations in August of 1982. <br />originally received a permit for the Rienau No. 2 Mine <br />permit for the Northern No, 1 Mine (No. 79-7) from the <br />Reclamation Board and continued to operate under these <br />submitting an application for a new permit on June 16, <br />C.R.S. 34-33-109. <br />1918 to 1985, Both <br />:nron Coal Company <br />(No. )8-345) and a <br />Colorado Mined Land <br />permits until <br />1980, pursuant to <br />Enron Coal Company resubmitted the permit application on February 13, 1981 in <br />accordance with the permanent program of the State of Colorado. On October 7, <br />1982 the applicant submitted a modified mining and reclamation plan which <br />presented a reduction in the scope of mining. On August 24, 1982 the <br />applicant had submitted notice of temporary cessation for both mines in the <br />complex. <br />In June 1984 the applicant submitted a modified mining and operation plan for <br />limited mining (10,000 tons per year) at the Rienau No. 2 Mine. The permit <br />was issued for the Meeker Area Mine on January 5, 1985. <br />In accordance with Rule 2.08.5 of C.R.S. 34-33-01 et seq., the Division <br />notified Enron Coal Company of the need to renew t~ existing valid permit on <br />March 27, 1989. On July 28, 1989 the application for renewal was received and <br />was found incomplete on August 8, 1989. After submittal of additional <br />information, the application was deemed complete on September 6, 1989. <br />A letter was sent to the operator on November 20, 1989 addressing adequacy <br />concerns raised by the Division. On January 17, 1990 the operator responded <br />to the letter. All responses and information have been reviewed by the <br />Division for compliance. <br />-4- <br />
