. ~ . <br />r- <br />Gold Hill Town Meeting 3 June 9. 1995 <br />the Hazel-A bulkhead is process water, and that process water may only be <br />released to the environment under the auspices of the Colorado Discharge <br />Permit System administered by the Water quality Control Division of the <br />Colorado Health Department. It is the Division's intention to require <br />permit conditions that will assure that the Gold Hill Mill is a zero- <br />discharge facility, or that any process water releases are properly <br />permitted. <br />7. I believe that item no. 7 of the Committee's letter has now become <br />moot. The applicant's proposal has been modified and includes a <br />commitment to completely line any raised tailing impoundment. <br />8. In response to item no. 8 of the Committee's letter, it is the <br />Division's view that all but de minimis amounts of tailings would have to <br />be cleaned out of the Hazel-A adit and returned to the pond, both at the <br />time of reclamation, and as an on-going maintenance task. Since this is <br />a maintenance task, a cost to complete that work would not be incorporated <br />into the bond, rather, the Division would require that no significant <br />accumulation of tailing be allowed in the Hazel-A, and will require permit <br />conditions that would minimize the potential for transport of tailing to <br />the Hazel-A. <br />9. In response the Committee's item no. 9, it is the Division's view <br />that establishment of a good stand of grass over the tailings surface will <br />effectively discourage colonization of trees, and that once trees do <br />establish to the point that their roots could threaten the integrity of <br />the liner, the upper portions of the tailing would be largely dewatered <br />by evapotranspiration and drainage, and escape of entrained fluids through <br />any liner holes would be minimal. <br />Hopefully, the Committee will find this letter to be an adequate response <br />to their list of concerns.
