discussion between Bowie Resources and the Division before. In a letter to the Division <br />dated June 12, 1998, Bowie Resources stated that an effort would be made to eliminate <br />the coal stockpile near the truck dump by the end of June, depending on the availability of <br />coal railcars. Because of the recurring citizen complaints surrounding fugitive dust and, <br />specifically, the coal stockpile near [he truck dump, the Division requests that the coal <br />stockpile near the truck dump be eliminated now, regardless of any other extenuating <br />circumstances. In addition, any coal on the truck dump loop road should also be cleaned <br />up. These actions would eliminate what appears to be the main source of fugitive dust at <br />the train loadout. <br />The Division believes that Bowie Resources should consider implementing the idea of the <br />complainant, that there should be better communication behveen Bowie Resources and <br />the local residents. This communication might alleviate some of the concerns of those <br />residents who would feel the effects of any problems associated with the Bowie <br />Resources mining activities. <br />Finally, the Division would like to discuss with Bowie Resources the permitting issue of <br />locating coal stockpiles at the train loadout. If not already done previously, please submit <br />a revision to the permit application that details all of the coal stockpiles at the train <br />loadout.
