Section V <br />Summary and Discussion <br />Review of the permit application resulted in the following questions or issues. <br />Southfield has both coal exploration holes and old monitoring wells. Please provide <br />details on abandonment and reclamation of these boreholes and wells in accordance <br />with page 2.05.4-7a of the permit and Rule 4.07. <br />In addition, text page 2.05.4-7a and 2.05.4-8 are repetious and text does not flow. <br />Please also refer to permit text about sealing boreholes on page 2.05.4-29 (many <br />details for wells and boreholes). <br />Page 2.05.6-22 also states that all exploration holes completed by EFCI in the <br />Southfield permit area are either completed as monitoring wells or sealed following <br />completion of drilling, sampling and logging. The text also states that there is more <br />discussion under Rule 4.07. (Holes drilled by Energy Fuels Coal are detailed in Exhibit <br />8, Geologic Logs) <br />2. Text on page 2.05.6-53a states that surface and ground water samples will be <br />analyzed for the specific parameters listed in Table 12. This is in conflict with text on <br />page 2.05.6-54 that states that Exhibit 25 details on-site water monitoring. Review of <br />Annual Hydrology Reports indicates that sampling has been done in accordance with <br />the specifics of Exhibit 25. Please remove any reference to Table 12 as the list of <br />parameters for water sampling. <br />3. Please modify permit text on page 4.02-1 under the heading 4.02.3 Perimeter Markers <br />how the perimeter of areas affected by surface facilities is marked (sign, posts, fence, <br />etc.) <br />4. Please add two commas to the sentence as indicated on page 4.03-7 "...are no longer <br />utilized, all light use roads [COMMA] except the service road for the south mine fan <br />installation and the light-use road to the Newlin creek Topsoil Pile [COMMA] will be <br />reclaimed to blend with... ". <br />5. Please modify text on page 4.05-25 to accurately identify the location of the hydrologic <br />monitoring plan in the permit (Exhibit 25). <br />Please review the attached cost estimate using current costs for the remaining <br />reclamation tasks yet to be bond released at the site. The attached estimate will need <br />to be paginated and appended to Exhibit 20 of the permit application. <br />
