Water Rights and Usage Although EFCI currently has the legal right to utilize water from the Corley Mine Well for mining, processing and related operations, as part of the reclamation activities, the water line has been cut and sealed and the fresh-water pond has been reclaimed. Records taken over the last 25 years suggest no negative impacts or reduction in flow have occurred from Southfield's use of the water from this well. Section II -Revisions to the Permit There were no technical revisions, permit revisions, or bond release applications approved since Renewal No. 4 (September 2004). Review included investigation of the stipulation response file, revisions to the permit, and the findings document for RN-04. Stipulations are a binding part of the permit and previously assigned stipulation numbers are not to be re-used. Any stipulations associated with this permit and issued over the life of this operation which are not discussed in this mid-term review have been complied with or terminated. At the time of this midterm permit review, there are no active or un-resolved stipulations to the Southfield mining permit. Section IV Enforcement Actions This section is a review of the enforcement actions issued since the last permit renewal (RN- 04) in September 2004. There have been no enforcement actions taken in the last 2 '/z years since the approval of Permit Renewal No. 4.
