Finding of No Significant Impact
The technical assessment (TA) and the environmental assessment (EA) preceding
the Finding of No Significant Impact identifies certain environmental impacts
that would occur from the continued operation of the King Mine onto a federal
coal lease of approximately 180 acres. Impacts from subsidence will be less
than those discussed in the EA because mining will not occur under Pine Gulch
where the thinnest overburden is; impacts from subsidence, if any will be
minor. No adverse impacts are expected to the Hay Gulch Alluvial Valley
Floor. No impact is expected to groundwater and limited impact ;:o surface
water will occur. All potential impacts are discussed in the TA prepared by
Colorado Mined Land Reclamation Division and the EA prepared by BL`1 on the
short-term lease application C-29125 (.Tune 1981).
Other impacts identified by the OSM and the State of Colorado have been dis-
cussed in detail in the Bureau of Land Management EA (1980) and will be appro-
priately mitigated to reduce harm to the environment by the environmental pro-
tection measures specified in the mining plan.
Based on the evaluation of impacts given in the technical assessment prepared
by the State of Colorado's Mined Land Reclamation Division, the environmental
assessment prepared by the Bureau of Land Mangement, and Sn the lease agree-
ment, we find that no significant impacts to the human environment would re-
suit from the proposed mine. ThereFore, the proposed mining and reclamation
plan for the King Mine does not require preparation of an EIS.
l ~ . ~a,~,,,~ --
Richard E.
