Permit [dumber CO-0043 <br />Page 5 of 5 <br />Attachment 1 <br />Special Stipulations <br />The term "regulatory authority" means the Colocado ;tined Land Reclamation Di- <br />vision (CL:1RD) and the Department of the Interior, OSP[. <br />1. National King Coal Inc. must monitor water levels and water quality in <br />the alluvial aquifer of Hay Gulch on a quarterly basis. The existing <br />monitoring well will be adequate for these purposes once the following <br />Items are satisfied. <br />A. The too of the well must be sealed to prevent surface water and <br />other debris from entering th=_ well casing. <br />B. Ponitoring should only occur on Monday morni~g~s, after the well has <br />set idle for an entire weekend. National King Coal Inc. must moni- <br />tor for the fo1lo~.aing water quality parameters: <br /> pH Pfagnesium <br /> Conductivity Sulfate <br /> Temperature Iron <br /> Total Dissolved Solids Manganese <br /> Calcium <br /> C. The results of this water level and water quality monitoring shall <br /> be submitted to the regulatory authority on a quarterly basis. <br /> <br /> 2. National King Coal Inc. must prepare a mass balance plan to clarify the <br /> indicated sources of material to be used to backfill and cegrade the sur- <br /> face facilities area. Such plan shall include an amended description of <br /> material sources and techniques of material placement to be utilized. <br /> Volume calculations shall be completed detailing the volume of fill re- <br /> quired and the volume of material to be obtained from each source, such <br /> as salvage of existing benches, deposition of underground development <br /> waste and roof fall, deposition of sediment from sediment ponds and the <br /> disposal of demolished surface Facility debris. This mass balance expla- <br /> nation shall be submitted to the regulatory authority within 60 days fol- <br /> lowing the issuance of the approved permit. <br /> <br /> Further, National King Coal Inc. must prepare an appropriate geotechnical <br /> and stability analysis of the proposed backfilled configurations for the <br /> portal bench areas at the King Coal Mine. These analyses shall utilize <br /> accepted slope stability mathematical analysis techniques, material <br /> strength determinations and appropriately detailed geotechnical knowledge <br /> of the site, in order to complete the required stability demonstration. <br /> A report of this required stability analysis and the appropriate geotech- <br /> nical investigations or other information acceptable to the regulatory <br /> authority demonstrating stability, shall be submitted to the regulatory <br /> authority Eor approval within 120 days following Sssuance of the approved <br /> Permit. <br /> <br />
