Pape (2) <br />Southdown has publicly committed to post 24 hour, advance notice of blasting along County <br />Road 47. When the blasts are to be made in close proximity of the County Road, we have <br />recommended closing the road for brief periods, 5 to 10 minutes, using flagmen. Blasts close <br />S~ nuja~~ enough to the road to justify closure are expected to be infrequent. <br />y The timing of blasting will be during daylight hours, Monday through Friday. We will make <br />every effort to only conduct blasts when atmospheric conditions should minimize noise and <br />dust impacts, clear ino low clouds) and still days (<5-10 MPH winds). The frequency of <br />blasts wilt vary over time. Current plans coil for an averago of Z io 4 blasts pe: week. with <br />up to 3 blasts on a given day. <br />Please provide the engineered designs of the bridge crossings over St. Vrain Creek and the <br />irrigation ditches. <br />Felsburg, Holt and Ullavig, Inc., the civil engineering design firm for the ditch crossings and <br />bridges, will provide the drawings under separate cover. <br />Where the conveyor crosses Highway 66, does the corrugated cover extend underneath the <br />conveyor to enclose it and prevent any possible rock fall onto the hfghwayT <br />The conveyor crossing of Highway 66 will be completely enclosed, precluding any rock or <br />other conveyed material from falling on the highway. <br />Is any dewatering of pile anticipated If groundwater is encountered If so, the appropriate <br />permits must be obtained from the Office of the State Engineer or the operator must post a <br />~Ir- financial warranty to cover backfilling of the pits. <br />~C 3 • Dewatering of the pits is contemplated and the operator herein commits to obtaining any <br />required permits from the State Engineer prior to exposing ground water. Southdown also <br />commits to posting a financial warranty to cover backfilling of the pits. <br />Z. Exhibit E -The Division has a concern that although 12 inches of topsoil are being stripped <br />and saved, only 48 Inches of topsoil will be replaced during reclamation on disturbed areas. <br />What w1ll be done with the rest of the topsoil? The Division is not convinced that 4 inches <br />of topsoil will necessarily support a general agriculture future land use. <br />The 4"-8" of topsoil replacement is a word processing holdover from the previous reclamation <br />plan which called for varying topsoil depths. Southdown herein commits to 12" of topsoil <br />removal and 12" of topsoil replacement. Waste rock end other overburden materials beneath <br />the replaced topsoil will provide a suitable subsoil medium for root penetration deeper than <br />12". <br />~AGRA <br />
