Your comments <br />follow in bold type and our response is immediately thereafter in regular type. <br />1. Exhibit D -Please provide en update on how disturbed wetlands will be mitigated on the <br />Dowe Flats site. What is the status of Southdown, Inc: s application fora 404 permit with <br />the Army Corps of Engineers? <br />The entire project was initially designed to avoid wetlands disturbance. Recent leakage of the <br />St. Vrein Supply Canal created a linear stringer of wetlands in the central portion of the mine <br />in the vicinity of year 10 of the planned mining. As you know, Southdown cooperated with <br />the Northern Water Conservancy District to line the ditch and prevent future leakage. The <br />U,S. Army Corps of Engineers was consulted on the lining and had no difficulty. The lining <br />was successful; and we believe, with time, the only wetland in the mine disturbance area will <br />disappear. Southdown will remap this wetland prior to any disturbance, seek Corps <br />concurrence, and obtain necessary permits at that time, if required. There is currently rto <br />pending 404 permit and no plans to disturb any wetlands. <br />Is the Exhibit C-2 Map also a map of the maximum disturbance on the site during the life of <br />the minaT Are Exhibit L Reclamation Cost estimates based upon the Exhibit C-2 Map? Is the <br />maximum disturbance at any one time, therefore, 95 acresT <br />Exhibit C-2 does depict the maximum acreage of disturbance over the fife of the mine (i.e., <br />95 acres). The reclamation costs in Exhibit L were calculated for the maximum disturbance <br />as you had previously requested on the original permit. <br />Will relocated County Road 47 be closed during 6lastsT Are the blasting times and blasting <br />frequencies known at this time? <br />Engineering 6 Environmental Servkes <br />
