09/21/2681 14:18 N0.9B6 D03 <br />PUBLIC NOTICE OF BLASTING SCHEDULE <br />Application No. C-96-084 <br />Your home, building or structure is located within one-half mile of the boundary of the Lorancito <br />Canyon Mine's permit number G96-084, which is bald by Ltueacito Caal Company, LLC. The <br />Lorancito Canyon Mine is located 20 miles west of Trinidad, Colorado and southeast of Weston, <br />Colorado in Townships 33 and 34 South, Range 66 West, Section 33. The corporate address of <br />Lorancito Coal Company, LLC is: <br />Lorancito Coal Company, LLC. <br />4422 Bryan Station Road <br />Lexington, Kentucky 40516 <br />In accordance with the provisions of Section 4.083, Public Nodce of the Blasting Schedule, <br />cemtained im the "Regulations of the Colorado Mined Lend Reclamatlan Board far Coal <br />Mining", the mine operator (Lorancito Coal Company, LLC J proposes the following blasting <br />schedule for Permit Number C-96-084. <br />Blasting will occur between sunrise and sunset, Monday through Sat-uday. Blasting will occur <br />only during the posted hours unless an uncontrollable safety hazard would occur if the blast were <br />delayed. Such safety hazards include, but are not limited to, events such a9 lightning, rain, other <br />atmospheric conditions, and deteriorated explosives. <br />The blast schedule is for the period from October 13, 2001 through October 12, 2D02. The blast <br />schedule and the meaning of the bleat warning signals will be displayed at the entrance to the <br />mine on Highway l2. <br />The certified blaster and at least one other competent person will inspect the blast area prior to the <br />initiation of the blast. All other personnel will need to move to a safe location prior to the <br />initiation of the blast. The blast area will be barricaded so that unauthorized persormel can not <br />enter. After the blest area has been cleared, the certified blaster will sound en air horn or other <br />signal that is audible within one-half mile of the blast. The blast warning signal will consist of <br />three (3) reports that aro each five (5) sxonds in duration. The certified blaster will initiate the <br />lrlastbetutP•^ ^*^ (L)Bmd tavo{2)_rninutea after the blast warning signal. After Ute blast has <br />oceurred, the certified bhtster will inspect the blast area to verify that all of the blest bolos have <br />been properly initiated, end no hazardous conditions exist. After completing the inspection, if no <br />hazards ere found the certified blaster will batiste the "All Clear' signal, which shall consist of <br />one (])report that is five (5) seconds in duration. No personnel will be permitted to return to the <br />blast area until the "All Clear' signal has bean given. <br />
