0921/2001 14:18 N0.986 D02 <br />NOTIFICATION OF YOUR RIGHT TO REQUEST A PRE-BLAST SURVEY <br />September 7, 20D1 <br />Dear Sir or Madam: <br />Your home, building or structure is located within one-half mile of the boundary of the Lorencito Canyon <br />Mine's permit number C-9ti-1184, which is held by Larencito Coal Company, LLC. The Loreneito Canyon <br />Mine is located 20 miles west of Trinidad, Colorado and sourbeast of Westm, Colorado in Townships 33 <br />end 34 Sotttlt, Range 66 West, Secdon 33, The corporate address of Larencito Coal Compmy, LLC is: <br />Lorencito Coal Company, LLC. <br />4422 Bryan Station Road <br />- Lexitrgtan, ifentueky 40516 - ~ --- - <br />The Lorencito Canyon Mino wiU incorporate controlled bleetiug to loosen the rock so that it can be <br />removed by mobile equipment, uncovering the underlying coal beds. The blasting opersrion will be <br />dtrectrd by a certified blaster. All federal, erase, and local regulations end guidelines will be followed. All <br />blasts wil l be designed to minimise ground vibration and air blest, and to prevent fly rock. <br />Asper the "Regulations of tbo Colorado Mined Lmd Reclamation Hoard for Coal Mining, Section 4.06.2", <br />the operator (7.orencito Coal Company, LLC.) is required to provide written notification to all residents or <br />owners of dwellings or other structures located within one-half mile of the permis area, explaining how w <br />request apre-blast survey. The purpose of a preblaet survey is to document the condition of the <br />structure(s) and identify my physical faemts that could reasonably be affected by the blasting. The survey, <br />if requested, will be completed at your convenience prior to the commencement of blasting operations. The <br />cost of the survey will be the responsibility of Lorencito Coal Company, LLC.
