Zalkind, Zimpfer, Shelton -3- July 29, 1982
Rrea XIX - Major Access Road Areas from Old Retort to Plant Site
Reseeding of all final configuration cut and fill slopes to occur fall, 1982.
Temporary drainage facilities to conduct water from seeps adjoining
Davis Gulch falls to the Middle Fork now under construction.
Davis Gulch lower fill now being scrutinized by the company concerning
potential regrading and drain problems. Corrective work preliminarily
anticipated to occur in 1983.
Approximately 2 million yards of regrading anticipated.
Surface drainage flume on mine bench face to be redesigned in conjunction
with the Davis Gulch fill redesign.
Concerns Voiced by Staff Members in Response to Exxon Request
(1) Hydrologic testing, including baseline aquifer information, should be
completed.
(2) Exxon indicated that the data necessary to complete the spent shale pile
designs, as stipulated in permit approval, have been collected. Further, the
analysis by D'Appolonia has been essentially completed and should be available
within the next several months.
(3) Remaining major concern regarding modification of surface hydrology/sediment
generation and control problems throughout the site, due to the disturbed area
of the site. Staff anticipates completion of thorough hydrologic and sediment
control analysis for the site, in order to determine whether the existing
sediment control plans will be adequate during cessation.
(4) No major conceptual problems immediately apparent. Concerns of staff
deal with engineering and hydrologic details which will need major detailing
prior to approval to cessation amendments.
/mt
