A. The applicant will conduct monitoring of ground water in four <br />types of piezometers: those in the coal seam, refuse pile, <br />sediment pond embankment and in the alluvium. The ground <br />water monitoring plan is found in Section 2.05.6(3)(b)(iii) <br />of the permit application and is as follows: <br />Water levels are taken in seven coal seam piezometers (D1, <br />D2, D3, E1, E2, E3 and F1) in May and September of every year; <br />Water levels and field parameters are monitored in four <br />refuse pile piezometers (R1, R3, R4 and R6) in May and <br />September of every year. When the specific conductance <br />exceeds 13,000 umhos/cm or the pH is less than 4, full suite <br />analyses will be taken; <br />Water levels are monitored in two piezometers below the <br />sedimentation pond (P1 and P2) four times a year (January, <br />April, July and October); and <br />Water levels are monitored in six alluvial piezometers (A1, <br />A3, A7, A8, A10 and A12) in February, May and September of <br />every year. (4.05.13(1)). <br />B. The applicant will conduct monitoring of surface water at <br />nine locations within the permit area. The monitoring plan <br />was submitted under 2.05.6(3)(b)(iii) and includes the <br />following: <br />Flow and field measurements are taken biannually (May and <br />September) on Lower Ward Creek, Upper Ward Creek, Williams <br />Creek and the Carbon Ditch (SP-D). Flow is measured <br />biannually (May and September) at four springs (Nos. 1, 3, 4 <br />and 5). One NPDES outfall (001) is monitored according to <br />NPDES Permit No. CO-0036935. (4.05.13(2)). <br />C. Overburden materials shall be used as replacement for a <br />topsoil medium. No topsail was salvaged at the site, as <br />mining within the permit area commenced in 1916. The <br />resulting plant growth medium is the best available at the <br />site. This determination is based on physical and chemical <br />analyses approved by the Division. (4.06.2(4)(a)). <br />III. Se alino of Drilled Holes and Underground OoenincLs <br />1. Grand Mesa Coal Company is prudently managing holes, wells and <br />piezometers prior to sealing them. The Division requires that each <br />hole, well or other underground opening be capped, sealed, <br />backfilled, or otherwise properly managed. (4.07.3). <br />-17- <br />
