SECTION B <br /> <br />The following findings and specific approvals are required by Rule 4 <br />Roads - Rule 4.03 <br />Access Roads <br />A. One alternative specification was used during the approval of <br />a pre-existing access road. The service road located between <br />the office and the fan has a grade of 11%. This road extends <br />less than 500' and experiences minor use. The Division <br />approves this variance following a determination that the <br />road will be environmentally sound and reclamation can be <br />achieved. <br />II. Hydrolo4ic Balance - Rule 4.05. <br />The Division proposes to grant three (3) small area exemptions from <br />use of sediment ponds during the operating life-of-the mine. The <br />Division approved these exemptions due to the limited size of the <br />area and due to the fact that ponds and treatment facilities are <br />not necessary for the drainage to meet the effluent limitations of <br />Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that no <br />mixing of surface drainage with a discharge from underground <br />workings will occur. The exemption areas are located in the <br />service area on the fan shaft level, on the bath house level and in <br />the area surrounding the powder magazine (4.05.2(3)(b)(i)). <br />Surface and Ground Water Monitoring <br />The applicant submits water quality data on an annual basis to the <br />Division. To ensure timely receipt of this data, the following <br />stipulation is imposed: <br />Stioulation No. 6 <br />THE PERMITTEE SHALL SUBMIT AN ANNUAL HYDROLOGIC REPORT BY DECEMBER <br />1 OF EACH YEAR. THIS REPORT SHALL CONSIST OF AN ANALYSIS OF ALL <br />MONITORING DATA COLLECTED THROUGH SEPTEMBER 30 FOR; 1) SURFACE <br />WATER, 2) GROUND WATER, 3) MINE INFLOWS, 4) CONSUMPTIVE USE OF <br />WATER IN THE MINE. AND 5) MINE WATER DISCHARGES. THE: REPORT SHALL <br />CONTAIN AN ASSESSMENT OF THE IMPACTS OF MINING ON THE QUALITY AND <br />QUANTITY OF GROUND AND SURFACE WATERS DURING THE PAST YEAR, AND AN <br />ESTIMATE OF THE PROJECTED IMPACTS OF MINING IN THE FOLLOWING YEAR. <br />THE HYDROLOGIC REPORT FOR 1988 IS TO BE SUBMITTED WITHIN 60 DAYS OF <br />PERMIT ISSUANCE. <br />The specific monitoring plan is described below. <br />-16- <br />
