Waste Disposal <br />There is no acid-forming or toxic-forming waste being generated at the loadout. All non- <br />coal waste will be disposed of off site. All necessary measures are being taken to insure <br />that all materials used at the loadout do not impact surface or ground water systems. <br />Descr~tion of the Reclamation Plan <br />The reclamation plan for the HG Loadout is found in Tabs 16 through 20 and 23 of the <br />permit application. A partial summary of this plan is given here. For a more complete <br />summary and references to specific portions of the permit application, see Section B of <br />this document. <br />Within the 176.6 acres of approved permit area, approximately 106 acres have been <br />disturbed or are proposed to be disturbed bymining-related operations. The 106 acres <br />includes small acreages that aze to be disturbed immediately after the loadout is closed <br />down to facilitate final reclamation. <br />BackfillinQ and Gradine <br />All facilities will be removed at final reclamation including: buildings, haul roads, ramps, <br />coal stockpiles and the railroad loop. Drilled holes and underground openings will be <br />closed when no longer needed for approved mine operations. No coal is being mined at <br />the site therefore there is no acid-forming or toxic forming coal mine waste being <br />generated at the site to dispose of. Processed coal will be shipped from the site and all <br />debris and coal fines will buried with a minimum of four feet of nontoxic, <br />noncombustible material during the process of backfilling and grading and then covered <br />with topsoil to facilitate vegetative growth and prevent contamination of surface and <br />groundwater. <br />The site will be returned to approximate original contour representative of the topography <br />that existed prior to construction ofthe loadout. No streams are proposed to be relocated <br />as a result of the operation so none will need to be rehabilitated. <br />Topsoil Handling and Revegetation <br />Suitable topsoils were stripped prior to construction of the loadout in 1978. Topsoil will <br />be salvaged from any further ground disturbance. <br />Topsoil will be replaced on areas disturbed by construction or operation of the loadout <br />and railroad loop to a minimum depth of six inches. Approximately 55,100 cubic yards <br />of topsoil were salvaged prior to loadout construction for this purpose and stored in three <br />topsoil piles located in the permit area. Vegetative cover was established on these piles to <br />aid in stabilization of the resource. <br />io <br />
