Operator has been advised by the Division that the utilization of the GMG portal constitutes <br />inclusion of an additional remote site under the Sunday Mine 112 Permit, and therefore, the <br />present Operator is now responsible for any disturbance associated with this utilization. The <br />simple installation of fan in the portal mouth did not create any additional disturbance beyond <br />that which already existed at the mine portal. However, the Operator was further advised that the <br />existing stormwater controls at the GMG Mine site, which were constructed by a prior operator, <br />constitute site disturbance activities that are now the responsibility of the current Operator. The <br />GMG site has never been included in any past reports of disturbance areas. <br />The GMG Mine site consists of the portal, a powerline and fenced transformer platform, <br />and historical mine dumps and a cribbed hoist platform. The powerline and the transformers are <br />tagged by San Miguel Power are not thought to be the property of the Operator; this assumption <br />will be confirmed with the utility. The transformer platform is weakening, and this will be noted <br />to the utility. County Road 20R cuts through the mine site, so there is no access road associated <br />with the GMG Mine. In addition to the stonnwater controls installed by a prior operator, the <br />GMG Mine site has been regraded and revegetated. <br />The GMG site is stable and vegetation is well established on the site. <br />In November 2002, the Operator removed the mine fan from the GMG portal. To <br />address the matter of "redisturbance" at this site, the Operator permanently closed the portal by <br />dozing existing dump material and the hoist platform (cribbed, earthen structure) into the portal. <br />No topsoil had been stockpiled at this historical site, but not surprising, as the hoist platform was <br />excavated, topsoil was found as the base for the old platform. This topsoil, and soil that was <br />recovered from the immediate work area, was distributed over the closed portal and reclaimed <br />site. There was not sufficient salvageable topsoil to cover all disturbed area, but the coverage <br />should be sufficient to support revegetation. Work areas affected by equipment traffic were <br />chiseled to relieve compaction and to improve the seed bed. <br />The entire area of activity (less than '/z acre of the 3+ acre disturbed area at this site) was <br />reseeded by hand broadcasting as follows: <br />Crested Wheatgrass 5 - 7 lbs/acre <br />Western Wheatgrass 2 - 31bs/acre <br />Four Wing Salt Bush 3 - 4 lbs/acre <br />Indian Rice Grass 3 - 4 lbs/acre <br />Sand Drop Seed 0.3 lbs/acre <br />Yellow Sweet Clover 1 lb/acre <br />Total Application ~15 - 20 Ibs/acre <br />This seed mixture and the application rate were obtained from the approved reclamation plans <br />for mines in the Sunday complex of mines. There are a number of variations in the approved <br />reclamation seed mixtures, and the mixture used by the Operator is a blend of the locally <br />approved mixes. <br />Figure 4 was generated prior to the completion of the site closure and reclamation work. The <br />area affected by the recent final reclamation work will be resurveyed and a revised map will be <br />submitted with a future Annual Report to the Division. <br />7 <br />
