Regraded spoils will besearified, whereneeessary, beforereplaeement oftopsoil by dozers. <br />Where necessary, a drainage control bench or furrow will be constructed on spoils slopes of 3:1 <br />(horizontal to vertical). Topsoil will then be applied in a rough condition, chiseled to relieve <br />compaction and contour furrowed to minimize erosion. <br />Topsoil will be redistributed to a minimum depth of 18 inches (12 inches for Section 11) unless <br />variations are approved for diversity of grasses, shrubs and forbs. Areas sa€ely assessable are <br />treated with phosphate. Overburden will not be used as a substitute for topsoil. <br />D. Specific Findings Required by Rule 4.06 <br />1. The Division approved alternative procedures for.topsoil protectiop fallowing removal based <br />on a demonstration that such alternative procedures provided more protection for the topsoil. <br />2. The Division approved a waiver. of the requirement for clearing of vegetation cover prior to <br />topsoil removal. The Applicant has demonstrated that inclusion of vegetation cover in salvaged <br />topsoil is necessary or desirable to ensure soil productivity consistent with the post-mining land <br />use [Rule 4.06.2(1)]. <br />The Division granted a vaziance from topsoil removal in accordance with Rule 4.06.2(2)(a)__ . <br />Areas which.may.quali£y for variance aze: Areas where light traffic does not destroy existing.. . <br />vegetation, azeas where.removaI would result in needless damage to soil. characteristics; and <br />areas of construction of small structures such as power poles, signs or fence lines. <br />V. Sealing o€ Drilled Holes-and iJnderground Opening$-Kale 4.07 <br />The Permit is found to be in compliance with Rule 4.07. Each exploration hole, other bore hole <br />or other exposed opening constructed or encountered during mining will be cased, sealed or <br />otherwise managed (some holes aze mined through) according to the requirements of 4.07. <br />Details are found beginning orr gage 2:05-5&. of the Permit. A4onitoring wells will be fitted with <br />temporary caps. Holes dug to aquifers will be sealed with cement or other suitable sealant to <br />within ten feet of the surface. <br />Vl. Use of Explosives -Rule 4.08 <br />The Pemut is found to be in compliance with the i~equiiements of Rule 4.08_ The blasting plan is <br />found beginning on page 2.05-28 and in Section 4.08 of the Permit. The Permit provides typical <br />blasting pattems (see 2.05-28 and Maps 26 and 27 of the Permit). Blasting pattems specific to <br />each blast are recorded on the individual blasting records (Rule 4.08.5). <br />A description of the explosives storage facility is presented in Exhibit 16 of the Permit. Dumham <br />Ranch dwellings aze located within one-half mile of the pemut area.
